A new electronic system for monitoring entrepreneurs' activities is being introduced

In Uzbekistan, a completely new electronic system for monitoring entrepreneurs’ activities in the areas of technical regulation, standardization, metrology, and conformity assessment is expected to be introduced. This was reported by Zamin.uz.
The proposed new procedure involves classifying business entities according to the risk of violations and organizing inspections precisely based on the level of risk. This is an important step toward improving the business environment in our country and further enhancing the transparency of state control.
According to the newly developed draft regulation, business entities will be evaluated using a special scoring system. Based on the results of this assessment, enterprises will be categorized into high, medium, and low risk groups.
This means that a uniform approach will no longer be applied to all entrepreneurs. Instead, an individual approach will be taken for each entity based on its type of activity, prior experience, received complaints, and other important indicators.
During the evaluation process, not only official statistical data but also appeals from citizens and various organizations, media reports, and other information from open sources will be taken into account. Such comprehensive analysis enables supervisory authorities to identify in advance which sectors or business entities pose a higher risk and to allocate resources accordingly.
The most credible aspect of the new system is that supervisory authorities will not interfere with the activities of business entities classified as low-risk without justification. In such enterprises, scheduled inspections will be suspended.
This will undoubtedly be a significant relief and encouragement for honest business operators who comply with legal requirements and conduct their affairs in an orderly manner. For entities classified in the high and medium risk categories, preliminary preventive measures are to be applied first.
In other words, instead of immediately launching an inspection, entrepreneurs will be given the opportunity to eliminate existing shortcomings, study legal requirements, and prevent hazardous situations. This approach demonstrates that the primary goal of state authorities is not punishment, but explanation and support.
If, after preventive measures and explanatory work, hazardous conditions persist, then the issue of conducting an inspection in the proper order will be considered. Thus, inspections will no longer be random or public in nature; they will be carried out only when there is a clear basis and actual risk present.
This will prevent entrepreneurs from wasting unnecessary time. At the same time, in extraordinary situations where a real threat to human life and health, public safety, or the environment has been identified, inspections may be carried out without preventive measures.
Such measures are necessary to prevent unexpected accidents and ensure public safety. In these circumstances, prompt action is of vital importance.
In summary, the mentioned electronic system will help reduce excessive administrative burden on businesses, digitize control procedures, and ensure the effective organization of state authorities’ activities. The main goal is not to penalize compliant businesses, but to provide timely professional assistance and restore order where problems and risks exist.
