Improvement of the trade and service system is expected in Uzbekistan

A new draft government resolution aimed at further improving the settlement system in the trade and services sector has been developed in Uzbekistan. This was reported by Zamin.uz.
The document envisions a number of important changes regarding electronic receipts, medicines sold based on prescriptions, digital marking, and tax administration. The introduction of these new rules is expected to be the next step toward increasing economic transparency and protecting consumer rights.
According to the draft, in the future, when medicines prescribed by a prescription are sold, the electronic prescription number may be mandatorily reflected on the cash receipt. This innovation will serve to make the sales process in pharmacies more transparent, strictly control the circulation of prescription drugs, and ensure public health.
Such a change is extremely important for strengthening settlement discipline in the sale of medicines. This is because preparations under special control must be sold only in the prescribed manner, and the display of the electronic prescription number on the receipt allows for the precise recording of every sales transaction.
Another noteworthy aspect regarding the tax sector is included in the document. According to it, the procedure for the accelerated reimbursement of the negative difference in value-added tax will be applied only to companies included in the list of large taxpayers approved by a Presidential decree.
This is intended to clarify the procedure for using this preferential mechanism and to implement it in a targeted manner. At the same time, the draft also considers norms regarding digital marking and the circulation of low-quality products.
It is worth noting that it has been proposed to cancel certain norms providing for criminal liability for the import, production, and sale of products with fake digital marking and counterfeit goods. It is natural that there will be wide public discussions regarding this clause.
After all, fighting against low-quality products is an urgent issue from the perspective of ensuring consumer safety and creating a fair competitive environment in the market. Therefore, how this norm remains in the final resolution is of great importance.
According to government representatives, all proposed measures are aimed at reducing the shadow economy. At the same time, the main goal is the wide implementation of modern information technologies in the trade and services sector, improving the system of cash registers, and digitizing all settlement processes.
Today, electronic receipts and online cash systems allow for the precise monitoring of market activities, which creates a unified and transparent system for entrepreneurs and state bodies. However, when any new regulation is implemented in practice, attention must be paid to its convenience and simplicity.
It is important that no excessive bureaucratic barriers arise for business entities and that pharmacies and retail outlets are technically prepared for the innovations. Only well-thought-out and gradually implemented reforms will serve to ensure economic stability and increase the well-being of our people.
