He emphasized that the recent reports appearing in the media are not coincidental but rather campaigns serving a specific purpose. In particular, the news spread on July 17 about Telegram preparing to open an office in Russia serves as an example.

According to an article published in Hi-Tech Mail, it was noted that the Telegram Messenger Inc. company's opening of a branch or representative office in Russia or registering as a legal entity is "at the confirmation stage" on the Roskomnadzor website.

However, Pavel Durov views this information with skepticism. He assessed such a situation as a continuation of the pressure and campaigns observed previously.

In his opinion, there are targeted actions aimed at discrediting Telegram, which cannot be explained solely by "journalistic errors." Durov stated, "Perhaps we are witnessing not just ordinary mistakes by journalists but a targeted campaign aimed at discrediting Telegram."

Currently, there have been no official statements from Telegram regarding opening an office or obtaining legal status in Russia. This adds further uncertainty to the situation.
