
The government of the Republic of Uzbekistan has announced significant reforms in the field of mandatory car insurance. This was reported by Upl.uz.
According to the press service of the National Projects Agency, the main changes involve doubling the maximum amount of insurance payments. Starting from January 1, 2026, the insurance payment limit will be raised from the current 40 million soums to 80 million soums.
This measure aims to adjust compensations paid to victims of road traffic accidents to current economic conditions and the costs of property repair and medical treatment. Additionally, insurance rates will be reviewed.
The new rates will be based on detailed actuarial calculations, and there will be a transition to forming insurance premiums and amounts based on market principles. Drivers will be given the opportunity to formalize insurance policies with or without restrictions on the number of authorized persons allowed to drive the vehicle.
There will also be changes in the procedure for compensating damages arising from road traffic accidents. The rules for reviewing insurance claims will be clarified.
New tasks will be assigned to the insurance payment guarantee fund. From now on, the fund will provide citizens with legal advice and assistance from specialists in filling out documents at the accident scene.
A significant part of the reforms is the digitization of the sector. The government has instructed that a complete electronic data exchange on mandatory car insurance be established between insurance companies and state agencies.
The unified insurance billing system set for April 1, 2026, will ensure centralized and transparent accounting of all insurance premiums. In order to ensure compliance with legal requirements throughout the country, the Cabinet of Ministers is preparing a draft law to strengthen administrative liability.
This document envisages strict measures against drivers who manage a vehicle without a valid mandatory car insurance policy.
