A new regulation is being introduced in Uzbekistan to enhance discipline in road traffic and strengthen drivers' compliance with the law. According to the decision adopted by the Cabinet of Ministers on May 6, starting from June 1, a "penalty points" assessment system will be implemented for drivers.

Points are calculated only based on fines issued by traffic police officers

According to the new regulation, penalty points for a driver will only be assigned for violations documented by traffic patrol service officers. This process will be conducted entirely through the E-fine electronic module, automatically and without human intervention.

Currently, points will not be assigned for violations recorded by automatic cameras. The Ministry of Internal Affairs has been tasked with providing a separate conclusion on this matter to the Government.

Drivers who do not violate the law will be rewarded

The regulation includes mechanisms to encourage drivers while calling them to discipline. Specifically: If a driver does not commit any violations for 12 months, no points will be recorded for the first violation in the subsequent period.

If a driver does not commit any other violations within 6 months after points have been assigned, 2 points will be automatically removed from their account.

12 points – automatic referral to court and deprivation of driving rights

One of the most significant changes relates to the penalties associated with accumulating points. If a driver accumulates 12 points within 12 months, then:

- The information will be automatically sent to the court,
- Human intervention will not be involved,
- The driver will be notified via SMS.

According to the law, the court may deprive such drivers of their driving license for a period ranging from 6 months to 3 years.
