
A conflict escalating due to a local resident in the Chilonzor district of Tashkent city systematically shooting animals with a pneumatic weapon. This was reported by Upl.uz.
One of the women living in the Qizil-Shark neighborhood appealed to the legal authorities, accusing her neighbor of shooting at homeless and domestic animals, including her own cats. According to the Telegram channel "Ekolog.uz," this person shoots not only from his yard but also from the window of his apartment.
The targets include cats, dogs, and birds. As a result of these actions, the animals are injured and require veterinary medical assistance.
The complainant provided photo and video evidence supporting her claims, as well as medical reports on the health of the injured animals. A factor complicating the situation further is a long-standing household dispute.
Neighbors say that the shooting family has illegally occupied part of the shared yard area and is keeping birds there. This regularly causes dissatisfaction among other residents.
They believe such actions are illegal and disrupt public order. The complainant expresses serious concern for the safety of her family and pets.
She suspects that her neighbor's aggressive behavior may be related to an unstable mental state, as well as possible abuse of alcohol or prohibited substances. The public and environmental activists are demanding a full investigation of the case.
They are asking law enforcement agencies to confiscate the weapon from this person and to subject him to a compulsory psychiatric examination. According to residents, this individual’s actions may be punishable under several articles of the legislation of the Republic of Uzbekistan.
In particular, Article 111 of the Administrative Liability Code prescribes punishment for cruelty to animals. According to this article, causing harm or torturing animals with selfish or other malicious intent entails liability.
Additionally, his actions may violate the requirements of the "Law on Weapons," which regulates the storage and use of pneumatic weapons. Moreover, this case is considered under Article 277 of the Criminal Code — offenses related to disturbing public order and the use or threat of violence.
Following amendments in 2021 to Uzbek legislation, repeated cruelty to animals or cases resulting in the death or serious injury of an animal entail not only administrative but also criminal liability, with penalties that may include imprisonment. Therefore, it is important to investigate this case and take appropriate measures.
