
Representatives of the authorized organization provided explanations on an issue that has long been discussed by residents of multi-apartment buildings. This was reported by Upl.uz.
The issue concerns whether management companies and homeowners' associations are obliged to provide weekly wet cleaning services as part of mandatory services. The answer is not clear and directly depends on the amount of the apartment payment.
According to official information, the government has set a minimum payment amount for the technical maintenance of residential buildings. However, this amount does not cover the costs of regularly cleaning common areas.
Financial analyses show that, on average, if all residents of a multi-apartment building make timely and full payments for communal services, about 3-4 million soums are collected monthly. These funds are sufficient only to maintain the technical condition of the building and ensure safe living.
Insufficient funds are allocated for weekly wet cleaning or other additional demands of property owners. If residents require regular cleaning services from the management company or homeowners' association, this issue must be considered at a general meeting.
At least 51 percent of property owners' consent is required to make a decision. After that, the management organization must calculate the service cost and include it in the communal payments.
Authorized bodies remind that if the management company charges a minimum of 1,514 soums per square meter for technical maintenance, then weekly cleaning services are not included in the mandatory list. For example, in modern middle-class multi-apartment buildings in Tashkent, the service cost can reach 8-10 thousand soums per square meter.
In this case, cleaning and other services are provided on a broader scale. Various models of managing multi-apartment buildings exist worldwide.
For example, in some European countries, the "condominium" model is widespread, where an association formed by apartment owners hires a professional manager. This manager carries out cleaning, repairs, and other tasks.
Such associations finance their activities through regular fees based on apartment size and the list of services.
