This program is primarily established to support clubs that cannot achieve high results in their national championships and do not have the right to participate in international competitions. UEFA aims to maintain competitiveness in European leagues through this.
It has been reported that since the imposition of sanctions, a total of more than 10.8 million euros has been paid to Russian clubs. However, due to ongoing military actions in Ukrainian territory, five Ukrainian clubs have not been able to fully benefit from this program and have not been allocated funds.
Additionally, UEFA considers the situation of each club individually when allocating these funds and makes decisions accordingly.
