
Issues related to student accommodations in Tashkent city are being widely discussed on social media. This was reported by Zamin.uz.
Therefore, the Ministry of Higher Education, Science and Innovations issued an official statement to clarify this matter. According to the ministry, the process of placing students in dormitories is carried out based on the administrative regulations approved by the Resolution No. 376 of the Cabinet of Ministers of the Republic of Uzbekistan dated August 14, 2023.
This process is conducted fully in accordance with legislative requirements and official procedures. Starting from the 2024/2025 academic year, all course students can submit applications for dormitory placement only online.
Students apply through the State Services Centers or the Unified Interactive State Services Portal. As of September 12, 2025, a total of 63,804 applications have been received, of which referral letters have been automatically generated for 40,265 students, while 21,767 students are on the waiting list.
The ministry emphasized that applications being "in process" does not mean a delay but indicates that the queue has been formed according to the regulations. Places are allocated gradually, with priority given first to students in need of social protection.
According to the application review procedure, if there is a vacancy in the dormitory, a referral letter is automatically issued. If there is no vacancy, the student is placed on the waiting list and receives a notification about it.
When vacancies arise, students on the waiting list are accommodated. Additionally, according to the Government Resolution No. 605 dated September 24, 2021, for students not covered by dormitories and living on a rental basis, 50% of the rental payment is reimbursed from the state budget.
In Tashkent city, this amount corresponds to the full amount of the base calculation, currently 412,000 soums, while in other regions it is set at half that amount, i.e., 206,000 soums. Therefore, the processes of placing students in dormitories and reimbursing rental expenses are carried out step-by-step in accordance with the procedures established by law.
