New regulations introduced for diplomatic real estate

A new decision has been adopted regulating the activities related to real estate of foreign states' diplomatic missions, consular institutions, and other international organizations within the territory of Uzbekistan. This was reported by Zamin.uz.
This document envisages the introduction of new mechanisms for foreign missions to own, purchase, and use buildings and land plots. This was reported by Podrobno.uz.
According to the decision, the “Diplomatic Service” state institution, which previously operated as a state unitary enterprise, has been transformed into a state institution. Under the new system, the allocation of buildings and land plots to diplomatic missions will be carried out only on the basis of international agreements, adhering to the principle of equality.
If other procedures are not stipulated in international agreements, real estate will be sold only at market value and in accordance with the decision of the President of the Republic of Uzbekistan. From now on, diplomatic missions have the right to purchase real estate from physical persons and non-governmental legal entities in Uzbekistan.
In this process, missions are required to notify the “Diplomatic Service,” specifying the purpose, area, and location of the property. Additionally, all properties used by foreign missions will undergo a complete inventory.
Within two months, the documents and legal status of buildings and land plots will be checked, and properties with unclear legal status will be regularized. Based on the new procedure, the “Diplomatic Service” has been designated as the main body coordinating the placement of foreign missions, construction, reconstruction, and repair works.
Moreover, the service assists the diplomatic corps in providing social and household conditions, including organizing recreation, medical services, and cultural events. This decision also aims to enhance financial transparency in real estate transactions.
Persons selling properties to diplomatic missions are required to pay taxes in accordance with the Tax Code. Upon receipt of the notification about the transaction, the “Diplomatic Service” will provide information to tax authorities and cadastral offices within three working days.
This procedure serves to maintain records of properties and their owners and to control operations related to diplomatic real estate.
