Important legislative changes started from March 1
From March 1, 2026, a number of significant changes in legislation and practice across various sectors came into effect in Uzbekistan. This was reported by Zamin.uz.

These updates cover areas such as digitalization, business, customs, notary, social protection, ecology, and tourism. According to local sources, these changes aim to simplify services, promote entrepreneurship, and strengthen state control.

The scope of digital services has been expanded, allowing citizens to edit residential information and manage data about persons registered at their place of residence through the Unified Interactive State Services Portal. Additionally, innovations such as automatic sending of QR-coded death certificates, online access to certain court information, and selling football tickets via QR codes have been introduced.

These services are designed to improve public administration through digital conveniences. A system assessing foreign citizens' Uzbek language proficiency based on the CEFR standard has been launched.

Through this system, official certificates can be obtained at A1, A2, and B1 levels. This document serves to confirm the state language proficiency level for foreigners.

In the business sector, the "Business Companion" project has been launched, creating new opportunities for entrepreneurs. The format of communication with heads of state bodies has been updated, and a preliminary assessment option before submitting documents in the "License" system has been introduced.

Furthermore, benefits such as covering infrastructure connection costs for young entrepreneurs and self-employed individuals, as well as tax incentives for electric vehicle drivers, have been provided. Innovations have also been made in customs and public procurement.

Customs duties have been reduced during initial declaration of goods, and payment deadlines have been extended. An AI-based system to determine market prices has been launched on the public procurement portal.

These measures aim to increase price transparency and ease the burden on entrepreneurs. In the construction sector, attention to safety has been strengthened, and restrictions have been imposed on manufacturers of substandard materials.

The "Uzbekcosmos" agency has started monitoring construction sites, and bridges and tunnels are being controlled for seismic resistance. Several innovations have also been introduced in the notary and judicial fields.

Notaries now have the right to issue large-scale enforcement orders for debt collection. Conducting forensic examinations by non-governmental organizations has been prohibited, and responsibility in legal proceedings has been increased.

In the social sphere, the "Caring Family" service has been launched, providing free family therapy to needy families. Additionally, day care services have been established for patients with dementia and other illnesses.

In ecology, new requirements have been imposed on enterprises: fines have been increased for companies that have not installed monitoring stations. Non-compliance with intellectual property rules negatively affects business ratings.

Moreover, the sale of expired products will be automatically blocked, ensuring consumer safety.

In tourism, startups and hotels meeting ecological criteria will receive subsidies. Overall, these changes effective from March 1 are expected to have a significant impact on citizens' lives and the business environment.
