
A new bill has been introduced for discussion in the Russian parliament. This was reported by Zamin.uz.
This initiative envisions the introduction of a mandatory exam for migrants on rules regarding attitudes towards women. Deputies from the "New People" faction Vladislav Davankov, Yaroslav Samilin, and Kseniya Goryacheva appealed to the Minister of Science and Higher Education Valery Falkov to promote this proposal.
According to them, due to the increase in public order violations by migrants in recent years, issues such as disrespect and harassment towards women have become a serious problem. Official data shows that in 2024, the number of administrative expulsions and deportation decisions in Russia exceeded 190,000, which is a significant increase compared to 2023.
The deputies emphasize that strengthening only punitive and deportation measures is not enough; preventive measures must also be taken. In this regard, they propose to include a separate section in the migrants' exam covering cultural and legal norms regarding attitudes towards women.
This section would require foreign nationals, in addition to Russian language, history, and legislation, to know the rules of conduct towards women. In particular, they must understand that actions such as humiliation or harassment can lead to administrative or criminal liability.
Parliament members stressed that this initiative can help ensure women's safety in public places, reduce conflicts, and increase trust in the state's migration policy. Furthermore, enriching the exam content with cultural and legal behavioral norms will help migrants adapt more quickly to Russian society and enhance respect for national traditions.
It is worth noting that previously, there was a proposal in Russia to deport migrant children who do not attend school along with their families. Additionally, in July, the city of Saint Petersburg temporarily banned migrants with patents from working in taxi services.
Such measures are aimed at strengthening order in the field of migration.
