The complaint names President Donald Trump, Defense Secretary Peter Hegseth, Homeland Security Secretary Kristi Noem, and relevant federal agencies as defendants. On the same day, Defense Secretary Peter Hegseth issued a memorandum to immediately call 200 Oregon National Guard soldiers into federal service for a period of 60 days.
