Berlin strongly condemned Russia's energy attacks

Steffen Mayer, Deputy Representative of the German government, noted at a press conference held in Berlin on January 21, 2026, that Russia is regularly striking Ukraine's energy system. He described this situation as "using cold as a weapon" and linked it to war crimes.
According to Mayer, the main goal of the war, which has been ongoing for four years, is to weaken Ukraine economically and socially, disrupting the daily lives of the population. The German government strongly condemned Russia's mass air attacks targeting civilian infrastructure.
In recent days, reports have spread that the situation in Kyiv has worsened. According to international sources, attacks on energy facilities have caused power outages in Kyiv, leaving 60 percent of the city without electricity.
According to Reuters, more than 4,000 buildings have been left without heating systems. This situation is making daily life even more difficult for residents, especially during the cold winter days.
The Kyiv leadership is urging the city's residents to relocate to safer places as much as possible. According to Kyiv Mayor Vitali Klitschko, 600,000 people have left the capital in January.
In its statement, the German government emphasized that Russia's attacks are not limited to military objectives but also damage civilian infrastructure, forcing ordinary people to live in darkness and cold. Berlin assessed such actions as violations of international humanitarian law.
