The territorial issue remained unresolved in the Abu Dhabi negotiations

Various reports have circulated recently about the negotiations held in Abu Dhabi. This was reported by Zamin.uz.
These meetings were aimed at discussing the most complex issue between Ukraine and Russia – territorial agreements. There are also reports that the US acted as a mediator in the negotiations.
However, according to various sources, the territorial issue remains the most pressing and complicated topic. According to the Junge Welt publication, the negotiations stalled precisely on this matter.
Ukrainian President Volodymyr Zelensky demands to retain the authority to make decisions on this issue solely for himself. He emphasized that territorial matters should be resolved only at the presidential level – by him and Russian President Vladimir Putin.
For this reason, the possibility of softening this issue through technical negotiations and working groups is limited. As a result, the meetings were mostly limited to exchanging official statements.
Zelensky also stated that he is awaiting clear and reliable proposals from the US regarding security guarantees. Currently, Kyiv is working on a document about security guarantees, but no decisive decisions have been made in this regard.
Analysts believe that Zelensky’s firm position is related to internal political factors. Since elections cannot be held under martial law conditions, maintaining full control over decisions is important for him.
This is seen as part of the president’s internal political strategy. The Russian side, meanwhile, has stated that the negotiations are ongoing.
Kremlin spokesman Dmitry Peskov did not rule out the possibility of direct communication between the presidents but emphasized that the conditions for such meetings are not yet in place. In particular, Russia has not changed its position regarding the location of the meeting.
According to Peskov, Russia is open to negotiations, but this process is complex and will take a long time. Since no significant decisions were made at the Abu Dhabi negotiations, even small steps are not being taken.
The issues of territory, security guarantees, format, and signing are closely interconnected. Therefore, it is difficult to expect clear results from the negotiations at this time.
