A single QR code has been made mandatory for all legal entities in Uzbekistan

Uzbekistan is taking the next decisive step toward digitizing the cashless payment system and ensuring transparency. Zamin.uz reported on this.
Starting July 1, 2026, the use of a single QR code (universal matrix barcode) for accepting payments will be mandatory for all legal entities operating in the trade and services sector in the country. The voluntary transition period in effect until now will end, and will be replaced by strict administrative liability.
The new regulation provides for serious measures in legislation against business entities that fail to implement the new system by the specified deadline. The legal aspects of the situation are as follows: the effective date fully enters into force from July 1, 2026.
The scope includes all trade and service outlets that accept cashless (electronic) payments. The status of a violation—the absence of a single QR code—will be qualified as a violation of trade and service rules.
The type of liability consists of large fines based on the Code of Administrative Liability. What does this system provide for the entrepreneur and the consumer?
According to the rules approved by the Central Bank, the single QR code system will integrate all payment systems and banks into a single network. This will significantly simplify the process.
Convenience for customers: the consumer can scan a single QR code at the counter using the mobile application of any bank or payment organization of their choice (e.g., Click, Payme, Uzum, etc.) and complete the payment in seconds. There will be no need to clutter counters with dozens of different companies' QR codes.
Static and dynamic codes: entrepreneurs will be able to use both permanent (static) and separately generated (dynamic) QR codes for each purchase. According to the commentary of economic analysts, this reform is aimed at significantly reducing the share of the shadow economy in the country, fully legalizing money circulation, and standardizing financial services.
By unifying the electronic payment acceptance system, bureaucratic and technical barriers in retail trade will be reduced. Given that there is little time left until the deadline, all legal entities are recommended to contact their serving commercial banks to set up their single QR codes.
