According to Syomin, restrictions in leagues have never helped improve the quality of football. He believes that the most important thing is to improve the quality of coaches' work and to focus on programs in children's and youth sports schools.
Moreover, only strong competition can develop strong players, while artificial restrictions yield no positive results. Currently, clubs in the Russian Premier League have the right to use eight legionnaires on the field at the same time.
