According to Masalitin, without a clear and orderly distribution system for budget funds, Russian football will continue to face the loss of many clubs in the future. He proposes the establishment of a single financial fund with the participation of state companies.
Through this, all teams will operate on equal terms. "All our teams are financed to some extent by state funds. A fund composed of state companies should be created, as seen in China.

If the state intervenes, the very high salaries paid to players will stop, and at least salaries will be paid on time," says Masalitin. The club did not obtain a license to participate in the Russian Premier League, and the appeal was rejected. The team finished the 2024/25 season in 12th place but fell out of the top league.
