Starting from November 3, new restrictions came into effect in Saint Petersburg for certain migrants working in the delivery sector. This was reported by Zamin.uz.
The "Argumenti i fakti" publication reported on this. According to the information, major delivery services such as "Samokat" and "Yandex Food" have stopped allowing foreign citizens to take shifts and accept orders.
The restriction applies to citizens of Azerbaijan, Uzbekistan, Tajikistan, Moldova, and Ukraine. However, citizens of countries that are members of the Eurasian Economic Union (EAEU) are exempt and will continue to have the right to work without a patent as before.
This decision was first signed in August by the Governor of Saint Petersburg, Alexander Beglov. According to it, the work of migrants in courier and taxi services in the city is restricted.
Additionally, companies were given a three-month period to review their personnel policies and internal systems. The city administration stated that this measure was introduced to reduce hidden employment, improve the quality and safety of services, and create additional jobs for the local population, especially students and young people.
Experts believe that the new rules may reduce the flow of migrants but will further exacerbate the shortage of personnel. This is because the courier sector is an important part of the rapidly developing service network in Saint Petersburg.
At the same time, local officials note that this restriction is temporary and that conditions may be reconsidered once the new work system is successfully implemented.
