At a meeting held in Berlin on December 9, 2025, German Chancellor Friedrich Mers expressed serious concerns about the possibility of resolving issues related to Ukraine without Kyiv's participation. This was reported by Zamin.uz.
He emphasized that such an approach could threaten European security and lead to a "dictatorial-style peace." Mers noted, following talks with Armenian Prime Minister Nikol Pashinyan, that just as it is wrong to make decisions about Ukraine's fate without Ukraine's involvement, it is equally unacceptable to resolve important European matters without Europeans.
He stressed that sustainable peace can only be achieved through open dialogue and the full participation of all parties. Additionally, the German Chancellor provided information about a meeting held in London with UK Prime Minister Keir Starmer, French President Emmanuel Macron, and Ukrainian President Volodymyr Zelensky.
During the dialogue, clear and practical ways to achieve peace in Ukraine were discussed, with each party presenting their proposals. According to Mers, a unified joint proposal package is being prepared based on these talks.
These proposals will soon be coordinated with the US leadership, followed by planned further negotiations with Moscow. He also specifically mentioned Russia's role in the war.
In his view, this conflict was initiated by Russia, which, if it wishes, has the ability to end the war in a short time. Germany has declared its support for a fair and swift resolution to this process.
In conclusion, Mers noted that conditions will become clearer in the coming days or weeks and reminded European leaders of the necessity to remain vigilant regarding security and peace matters.
