The conspiracy theory that “the USSR legally still exists” was voiced this time by Anton Kobyakov, an advisor to the President of Russia. In the live broadcast of Kun.uz's “Geopolitics” program, political scientists Farhod Karimov and Kamoliddin Rabbimov commented on his words.
“If you search for documents, many questions arise”
Farhod Karimov:
— More ideologists used to talk about the existence of the USSR, but today it being said by politicians in office and close to the center shows that chauvinistic sentiments have risen significantly inside.
If we look for legal grounds, there are many such legal bases in the world. Millions of grounds can be presented. Is there a legal document about the dissolution of the Timurid state, for example? Let them present documents regarding the official dissolution of the Bukhara Emirate, the Kokand, and Khiva Khanates?
If you search for documents, many questions arise. Therefore, there is no need to scratch where it itches. Such statements, on the contrary, serve to distance close allies from Russia.
The USSR constitution stipulated that republics could become independent whenever they wanted. They are talking about the 1920 declaration, but there was a Constitution, right? Every state became independent by exercising its rights stipulated in the Constitution. There is no legal question left here.
“A statement made to please Putin”
Kamoliddin Rabbimov:
— Such statements are made based on Putin's mood. Putin is an imperialist. He worked in the KGB, and unexpectedly, during his most flourishing youth, the USSR fell apart. Putin took this hard. If you look at the world political map during the Soviet era, the states that remained in front of the gigantic USSR looked very small. Putin has the view that “we were the most powerful state in the world.” He considers the collapse of the USSR the greatest geopolitical tragedy of the 20th century.
Empires are also like people. When a great ruler or governor is in power, every day gifts, sheep, and tandir meats come to his home as a courtesy, and after he leaves office, the couple remembers these. France and England have also gone through post-imperial syndrome. Now India is telling England: you plundered me for centuries, the time will come, I will still reclaim it. One of the large diamonds in the crowns of English kings was brought from Africa, and the other, Koh-i-Noor, belonged to the Baburids. The time will come when it becomes difficult to use force, and I think these calculations will definitely happen. Including, we will also settle accounts with Russia. Of course, it is difficult to talk with present-day Russia, but the time will come.
Officials make such statements to please Putin and strengthen their position. For example, Maria Zakharova, who makes the most marginal statements. Her position is very strong. No one can dismiss Zakharova without Putin's permission. If someone says “Maria Zakharova should be dismissed,” Putin asks why. Because he knows what Putin likes. The more aggressive the statement, the more it pleases Putin. Putin officially says, “this is not our state's position, just something said.”

We remind you that yesterday, the head of the Russian Investigative Committee, Alexander Bastrykin, mentioned that 20,000 people who have citizenship of Uzbekistan, Tajikistan, and Kyrgyzstan, and later obtained Russian citizenship, are participating in the war against Ukraine, saying, “for some reason, they do not like to live in their homeland.”
During the conversation, experts discussed topics such as the Middle East, US-Russia relations, the upcoming meeting of the leaders of Turkic states, and Washington's policy regarding the “Taliban.”
