Rules for entering Mecca and performing Umrah have been updated

The Ministry of Interior of Saudi Arabia has decided to update the rules for entering the city of Mecca and performing Umrah rituals in preparation for the 2026 Hajj season. This was reported by Zamin.uz.
According to the newly introduced rules, starting from April 13, 2026, it will be mandatory to present a special permit to enter the city of Mecca. Persons who do not possess this document will be strictly prohibited from entering the city area.
At the same time, existing exemptions for certain categories have been maintained. In particular, no restrictions will apply to citizens with official residency permits in Mecca, pilgrims arriving on Hajj visas, and employees who have obtained electronic permits to operate in the holy sites.
For pilgrims visiting the country on an Umrah visa, the deadline for leaving Saudi Arabia has been set for April 18, 2026. After this date, the issuance of Umrah permits will be temporarily suspended, and this restriction will remain in effect until May 31 of the current year.
Furthermore, starting from April 18, all foreign citizens who do not hold a Hajj visa are prohibited from entering and staying in the city of Mecca. The Ministry emphasized that these measures have been introduced to organize the Hajj season in a safe, orderly, and coordinated manner.
It was stated that appropriate measures will be taken against individuals who fail to comply with the established rules within the framework of current legislation.
