They accessed the victims' bank plastic cards through fraud and embezzled the funds. Regions differ in socio-economic development
Significant disparities in the socio-economic development of Uzbekistan's regions have been confirmed in a new comprehensive study. This was reported by Upl.uz. The results of this study were presented by the Center for Progressive Reforms. Analysts announced the ranking of regions based on the results of 2024. The ranking identified clear leaders as well as regions requiring the attention of central and local authorities. A special methodology was developed for an objective assessment, which includes 57 indicators. These indicators are grouped into seven main areas: the state of healthcare and education systems, economic activity, infrastructure development, social opportunities for the population, crime rate, and environmental condition. The evaluation was carried out on a 100-point scale based on data from the Uzbekistan Statistics Agency, relevant ministries, international organizations, and mass media. According to the overall indicators, the leaders are Tashkent city, as well as Navoi and Bukhara regions. The capital took first place in the overall ranking as expected, showing the best results in five out of seven areas. At the same time, Surkhandarya, Namangan, and Jizzakh regions are at the bottom of the ranking, lagging behind in important sectors. The sectoral analysis is as follows: in healthcare, Tashkent leads with 61.84 points, but Jizzakh region took second place with 60.48 points. However, problems such as a shortage of pediatricians and a high incidence of certain diseases persist in Surkhandarya and Tashkent regions. In education, Tashkent is a clear leader, scoring 89.47 points. Bukhara and Surkhandarya regions also showed high results. Conversely, Jizzakh (51.86 points) and Kashkadarya (56.54 points) regions are less developed. In particular, the low coverage of children with preschool education programs in Kashkadarya poses a long-term risk to human capital formation. In the economy sector, the capital again leads, achieving 98.21 points. At the same time, Surkhandarya and Syrdarya regions are weak in terms of economic activity. For their leaders, creating new jobs and stimulating production are important tasks. The state of infrastructure is best in Tashkent city, with the capital scoring 93.21 points and Tashkent region 73.49 points, occupying high positions. The biggest problems are observed in Surkhandarya (41.10 points) and Jizzakh (40.86 points) regions. In these areas, modern communications, including internet and transport connections, are weak. In terms of social opportunities, Tashkent (91.63 points) and the industrially developed Navoi region (81.74 points) are leaders. Jizzakh and Surkhandarya regions have lower scores of 67.22 and 65.74 points respectively. In crime and law enforcement, Syrdarya region showed the best result (80.61 points), indicating the effectiveness of preventive measures. Khorezm region and Tashkent city have relatively high crime rates. Only in the environmental condition category does a southern region lead, with Surkhandarya region taking first place in the ranking with 87.48 points. This indicates positive changes in the field of ecology. At the same time, the overall leader Tashkent ranks only 11th in environmental matters, reflecting the negative ecological impact of high urbanization. The inspections identified 11 violations, and the "Lyuks Loyiha" company was held administratively liable twice. The situation related to block "G4" is even more serious. Although the project for this block was approved by the Architecture and Urban Planning Council, it did not pass the state urban planning document examination. As a result, the facility was not registered with the inspection, and the works started there are considered legally unauthorized. The inspection has forwarded the collected information on the illegal construction case to the relevant law enforcement agencies in due order. This incident once again highlights the problem of monitoring compliance with urban planning legislation in the capital. As a result of recent inspections, construction works have been halted at 59 sites. A large part of the Tashkent region consists of loess soils. These soils have high porosity and lose their strength quickly when moistened, significantly decreasing in stability. At the first trial, all evidence fully proved the guilt. The defendant disagreed with the verdict and filed an appeal to mitigate the sentence. However, as a result of the appellate court's review, the verdict was not changed. In 2019, Uzbekistan adopted the Law "On Protection of Women from Violence and Harassment." This law introduced the concepts of "gender-based violence" and "protection order" for the first time in the country's history. A new integrated education model will be introduced, and a mandatory one-year internship will be established for family doctors to deepen their practical training. The system for assessing students' knowledge will also be revised. A two-stage control mechanism will be implemented to ensure a fairer and more comprehensive evaluation of future medical specialists' competencies. Special attention will also be paid to practical training. Students are expected to spend more time at patient bedsides to strengthen their skills in clinical settings. To improve personnel policy and ensure transparency in the sector, a unified registration system for medical workers will be gradually introduced. This registry will enable effective human resource management, monitoring of specialists' professional development, and long-term workforce planning. The NCLEX (National Council Licensure Examination) exam is planned to be introduced in Uzbekistan; it is mandatory for nursing licensure in the USA, Canada, and Australia. From 2026 to 2028, a network of preschool institutions equipped with modern development centers called "New Generation" will be established across the country. As a priority direction of the reforms, technical and engineering training will be strengthened. Fourteen specialized engineering schools will be opened in the republic. Admission will be competitive, and education will be fully funded by the state budget. To enhance the prestige of engineering professions, starting from 2026, the national competition "Best Engineering School" will be awarded a prize by the head of state.
