The admission process to higher education institutions in Uzbekistan is continuously improving and is being implemented based on new approaches every year. The year 2025 is no exception. Important questions for applicants and their parents include: when will the exams start? What is the admission procedure? What are the updates? Officials from the BMBA and the Ministry of Higher Education answered these questions during an official broadcast. This article provides detailed information about these answers and the main changes in 2025.

Admission process: Transition to a 2-stage system
In 2025, according to the presidential decree No. 81, the admission process introduced the "first test, then choice of specialization" system. This allows applicants to take the test exams first and then choose their specialization based on the results.

From June 5 to June 25 — the first stage: applicants choose the subjects, language, and region for the test.

The second stage — 15 days are given to choose the field of study. Thus, in total, applicants have more time than before.

Online registration: Final date – June 25, 23:59
As of June 24, more than 615,000 applicants have registered. This figure is slightly lower than last year, but it is not yet finalized. Registration is done through the my.dtm.uz website. It is worth noting that payment can also be made online.

Issue with IELTS certificates: What should applicants do?
In 2025, technical issues related to IELTS results raised concerns among many young people. The British Council and IDP organizations temporarily suspended the results of tests taken on June 7 and sent them for review by Cambridge English.

According to BMBA representative Jamshid Odilov, it is currently unclear when this process will end. However, the registration deadline will not change. Those without an IELTS certificate cannot choose a foreign language as their first subject, meaning they must take the test exam.

Is a certificate or diploma required? – No!
At this stage of the admission process, the original certificate or diploma is not required. Applicants need to present the original document only after registering and participating in the test, and being recommended for admission. Therefore, there is currently no need to worry about any delays.

Can 10th-grade students participate in the exam?
According to the law, those who have not received a certificate (10th graders) cannot participate in the exam. This requirement is strict. However, diagnostic test trials will be organized for those who wish to test their knowledge.

Distance education has ended – transition to remote and evening forms
Starting from the 2025/2026 academic year, distance education has been abolished. It will be replaced by remote, evening, and part-time forms of education. Currently, 21 higher education institutions offer remote education, and its coverage is expected to expand this year.

Registration for master's and second specialties: July 1–30
After the bachelor's exams, the registration process for master's and second specialties will begin from July 1 to July 30. Only a foreign language certificate is required for master's programs.

When will the exams start?
This year, the exams are expected to be held from July 14 to July 25. These dates may be similar to those in 2024, as at least 20 days are required for preparation. Permits will be issued through personal accounts after the exam dates are officially announced.

In which buildings will the exams take place?
This year, 90 buildings have been designated for the exams, including reserves. The final number of buildings will be determined based on the number of registered applicants. The location, date, and shift for the exams will be indicated on the permit.

Notes and recommendations:
1. Even if there is an IELTS or other international certificate, if the registration is not uploaded on time, it will not be considered;
2. Applicants must clearly specify the subjects and language during the registration process;
3. The opportunity to choose a field of study is only given in the second stage;
4. Delayed diplomas or certificates will not affect admission – but they must be presented after the test;
5. If any falsification or incorrect information is found in the document, the registration will be canceled.

Conclusion: The exam system for applicants in 2025 has been further simplified. New approaches, online opportunities, and a step-by-step admission process will allow each candidate to choose a suitable place to study based on their knowledge. Considering that there is little time left until the exams, it would be beneficial to start serious preparations now.
