
The US Department of the Treasury’s Office of Foreign Assets Control (OFAC) has temporarily eased some sanctions against Russia to facilitate the summit between US and Russian presidents Donald Trump and Vladimir Putin in Alaska. This was reported by Zamin.uz.
OFAC announced License No. 125 regarding this matter. This license is valid until August 20 and permits operations related to logistics, organizational, and diplomatic support.
OFAC’s statement clearly specifies that all operations prohibited by sanctions are allowed until 00:01 on August 20, 2025, for participation in or support of meetings between the US and Russian governments in the state of Alaska. This establishes a limited-time "green corridor" for services related to transport, accommodation, security, communication infrastructure, technical support, and customs logistics connected to the summit.
It is important to emphasize that this does not constitute a lifting of the overall sanctions. The temporary relief covers only transactions related to organizing and supporting the summit.
Political or commercial agreements, as well as extensive cooperation with listed individuals and organizations, remain outside the scope of the license. According to the conditions, interested parties and service providers must fully document all contracts and payments and cease all operations once the period expires.
The summit will be held on August 15. According to CNN, the chosen venue is the Elmendorf-Richardson Joint Military Base.
According to Russian presidential aide Yuri Ushakov, the main topic of the negotiations will be seeking long-term solutions to the conflict in Ukraine. Discussions are expected to focus on geopolitical security, risks of escalation, humanitarian issues, and mechanisms of economic sanctions.
Observers note that such general licenses and protocol logistics provided by OFAC are common tools in global diplomatic practice. Temporary legal grounds are created to ensure that technical operations such as hosting summit guests, flights, fuel supply, hotel and venue rentals, communication, and security services do not face sanction barriers.
At the same time, participants must strictly comply with the license terms, not deviating from the specified period and purpose. In summary, License No. 125 is valid until shortly after the summit and permits organizers and executors to carry out limited-scale operations.
All other sanctions remain in effect. The main question is what practical outcome and political signal the meeting in Alaska will conclude with.
