Trump signed the order titled "Further Amendment to Duties Addressing the Synthetic Opioid Supply Chain in the People’s Republic of China" on March 3, 2025. He based the order on laws such as the International Emergency Economic Powers Act, the National Emergencies Act, and the Trade Act (1974).
This order amends Executive Order 14195, which was signed on February 1, 2025. That document emphasized that China's inability to control the fentanyl flow poses a threat to US national security.
Trump made the decision to increase the tariff on Chinese products based on section 1702(a)(1)(B) of the International Emergency Economic Powers Act. As a result, the tariff rate was raised from the previous 10% to 20%.
