
Starting from September 1, 2025, a new cooperation mechanism between businesses and internal affairs agencies will be implemented in Uzbekistan. This was reported by Upl.uz.
Legal entities will have the right to enter into contracts with patrol-post service divisions to provide services for maintaining order and security in densely populated areas. This initiative has been formalized by the Cabinet of Ministers' decision No. 477 dated July 30, 2025.
The decision approved the administrative regulations for providing patrol-post services, which will create a legal framework. However, the regulations do not cover the guarding of public events, including rallies, street marches, and demonstrations.
The cooperation process between the customer and the contractor will be digitized. Applications from legal entities will be accepted through the unified interactive state services portal and state service centers.
Coordination and monitoring of the contract execution will be carried out through the Ministry of Internal Affairs' "Electronic Patrol" information system. The regulations specify a clear procedure.
After the application is submitted, the authorized body will review it within ten working days. Then, the area will be jointly inspected with the participation of representatives of law enforcement agencies and applicants.
As a result of the inspection, a detailed act will be drawn up. This document will specify the boundaries of the guarded area, the number of necessary personnel, their work schedule, the location of posts, and the patrolling schemes.
Based on this act, an official contract will be developed and signed. Financial matters are also regulated.
The tariffs for patrol-post services will be approved in accordance with the established procedure, in agreement with the Ministry of Economy and Finance of the Republic of Uzbekistan. This will serve to ensure a unified and transparent pricing policy.
The decision will come into force on July 31, 2025, marking a new phase in ensuring public safety in commercial and private areas. The "E-Patrol" system began to be gradually implemented in internal affairs agencies starting from January 1, 2023.
Its initial task is to electronically identify citizens on-site, allowing for a shift away from the practice of bringing individuals to internal affairs departments for identity verification.
