How is parental leave added to work experience
How is parental leave added to work experience
How is the period of child care leave determined when calculating work experience? Upl.uz reported on this. A detailed answer to this question was provided by the Pension Fund of the Republic of Uzbekistan. It is known that the period of child care leave granted until the child reaches three years of age is added to the total work experience. However, the total duration of this period should not exceed six years. This limitation is important when calculating work experience. How does this affect practice? For example, if a woman with 30 years of work experience has taken a total of eight years of leave to care for her three children, her work experience will be considered as 28 years when calculating her pension. That is, eight years are subtracted from 30 years, and six years are added to them. Also, the period of child care leave, including paid leave, is not included in the special work experience that grants the right to receive a pension at a privileged age. These rules serve to calculate work experience accurately and fairly.

Uzbekistan Airways updated domestic flight tickets
Uzbekistan Airways updated domestic flight tickets
Uzbekistan's national airline Uzbekistan Airways has updated its policy on refunds and reissuance of tickets for domestic flights. This was reported by Upl.uz. These changes were implemented as a result of the intervention of the Committee for the Development of Competition and Protection of Consumer Rights. The main updates apply to tickets purchased under the “round-trip” fare, introducing financial liability for passengers who do not notify in advance about changes in their travel plans. Previously, if a passenger missed the first flight, the return ticket was automatically canceled. This practice was considered a restriction on consumer rights. For example, a passenger traveling from Tashkent to Urgench who missed the first flight would lose the right to use the return flight even if they reached their destination. Now, to retain or reissue the return ticket, the passenger must notify the Uzbekistan Airways agency in advance about not taking the first flight. In this case, ticket refunds or changes to the travel date will be made according to the previous fare conditions. However, passengers who miss the first flight without prior notice will be fined. When they later request a refund or reissuance of the ticket, a penalty equal to the full price of the unused flight segment will be charged. Nevertheless, the possibility to use the return flight without additional payments or changes remains. Additionally, the right to refund or change airport and other fees for unused route segments is guaranteed. The Competition Committee emphasized that these measures were adopted to comply with national legislation. The Law “On Protection of Consumer Rights” strictly prohibits the introduction of rules that restrict customer rights or reduce their guarantees. In particular, Article 21 of the law states that the seller cannot demand payment for services not actually provided. These changes are an important step in strengthening passengers' rights and promoting fair competition in the Uzbek airline market. Many airlines worldwide apply the practice of canceling subsequent ticket segments if the first flight is missed. This issue has been discussed in courts in many countries, with varying opinions on its legality.

Construction of the new National Museum has started in Tashkent
Construction of the new National Museum has started in Tashkent
Construction of the Uzbekistan National Museum has begun in the city of Tashkent. This was reported by Upl.uz. This project symbolizes the revival of the country's cultural identity and is considered one of the main events dedicated to Independence Day. President Shavkat Mirziyoyev, along with cultural, scientific, and public figures, participated in the groundbreaking ceremony. The President familiarized himself with the design of the future museum at the construction site. This project was developed by the Japanese firm Tadao Ando Architect & Associates and the German company Atelier Brückner. The building's architecture harmonizes circular, rectangular, and triangular shapes, reflecting the unity of Eastern and Western cultures. The complex will consist of a three-story building, a two-level underground floor, and auxiliary facilities. The construction work will be carried out by China's CSCEC International Construction company. Addressing those gathered, Shavkat Mirziyoyev emphasized that alongside the development of all sectors of the country's life, the government pays great attention to restoring national values. The new museum will serve as an educational and scientific center, conveying Uzbekistan's rich heritage to future generations and the entire world. Special attention was given to the problem of insufficient exhibition space in existing museums in Tashkent. Only a small portion of the more than one million exhibits in city museums is displayed to the public. For example, at the State Art Museum, out of over 100,000 works, only 2,400 are exhibited. The new museum will cover an area of 40,000 square meters, allowing for the simultaneous display of 10,000 exhibits. This will help solve the problem. The new museum will provide modern conditions for storage and restoration, enabling the consolidation of dispersed collections in one place. Along with exhibition halls, a library, conference rooms, restaurants, and children's playgrounds will also be established. Cooperation with world-renowned museums is planned, with joint exhibitions to be organized. Social media users are showing great interest in the design of the new National Museum. Most people note that the building resembles symbols from the popular "Squid Game" series.

Weekly cleaning may not be included in the apartment payment
Weekly cleaning may not be included in the apartment payment
Representatives of the authorized organization provided explanations on an issue that has long been discussed by residents of multi-apartment buildings. This was reported by Upl.uz. The issue concerns whether management companies and homeowners' associations are obliged to provide weekly wet cleaning services as part of mandatory services. The answer is not clear and directly depends on the amount of the apartment payment. According to official information, the government has set a minimum payment amount for the technical maintenance of residential buildings. However, this amount does not cover the costs of regularly cleaning common areas. Financial analyses show that, on average, if all residents of a multi-apartment building make timely and full payments for communal services, about 3-4 million soums are collected monthly. These funds are sufficient only to maintain the technical condition of the building and ensure safe living. Insufficient funds are allocated for weekly wet cleaning or other additional demands of property owners. If residents require regular cleaning services from the management company or homeowners' association, this issue must be considered at a general meeting. At least 51 percent of property owners' consent is required to make a decision. After that, the management organization must calculate the service cost and include it in the communal payments. Authorized bodies remind that if the management company charges a minimum of 1,514 soums per square meter for technical maintenance, then weekly cleaning services are not included in the mandatory list. For example, in modern middle-class multi-apartment buildings in Tashkent, the service cost can reach 8-10 thousand soums per square meter. In this case, cleaning and other services are provided on a broader scale. Various models of managing multi-apartment buildings exist worldwide. For example, in some European countries, the "condominium" model is widespread, where an association formed by apartment owners hires a professional manager. This manager carries out cleaning, repairs, and other tasks. Such associations finance their activities through regular fees based on apartment size and the list of services.

Integration of psychologist-inspectors in the internal affairs system
Integration of psychologist-inspectors in the internal affairs system
Significant changes have taken place in the system for working with troubled adolescents in Uzbekistan. This was reported by Upl.uz. Starting from March 2025, the staff of psychological inspectors, previously under the National Guard, has been integrated into the Ministry of Internal Affairs system. This reform is being implemented to make the mechanism for preventing crimes among youth and early detection of risks more effective, said Deputy Minister of Internal Affairs Bekmurod Abdullaev. According to him, this change requires a shift from formal supervision, such as monitoring school attendance, to deeper preventive activities. “We do not deny the significant contribution of National Guard personnel and will continue cooperation with them. However, their functions were limited. Working with adolescents in risk groups does not end with merely recording missed classes. Responsibility for school attendance primarily lies with the Ministry of Preschool and School Education. Our main task is to steer young people away from the path of crime,” Abdullaev said. A key factor in justifying the reform was the limited resources available to the National Guard. Regularly freeing up classes and working with students prone to misconduct requires a continuous and comprehensive approach. Now, psychological inspectors will directly utilize all resources of the law enforcement system. This includes close cooperation with local prevention inspectors, neighborhood committees, and social and legal assistance centers within the Ministry of Internal Affairs. Abdullaev cited cases where youth are involved in drug distribution as an example. “Such cases fall directly under the responsibility of the Ministry of Internal Affairs. Criminal investigation officers are involved. Therefore, psychological inspectors have been given more opportunities and tools for effective intervention and prevention of negative consequences. Such powers did not exist within the National Guard system,” he said. To prepare for new responsibilities, all inspectors underwent intensive retraining during the summer holidays. Twenty-day training sessions were organized at the Ministry of Internal Affairs Academy. Renowned psychologists, university lecturers, and specialists from the National Social Protection Agency conducted the classes. At the end of the training, all specialists were awarded certificates. Analyses conducted within the new system revealed serious shortcomings in the electronic Kundalik.com system. For example, cases were identified where students marked as attending classes for several years had actually left the country or were serving sentences. This emphasizes that the work should focus not only on record-keeping but also on real crime prevention. According to Nilufar G‘iyosova, an officer of the Public Safety Department of the Ministry of Internal Affairs, at the beginning of the 2025/2026 academic year, the psychological inspector staff was increased to 2,000 specialists. Each inspector oversees five schools and maintains constant contact with the school administration, school psychologist, and those responsible for spiritual and educational work. Specialists visit their assigned schools daily to analyze reasons for missed classes and other concerning situations, as well as to identify potential threats early. The neighborhood institutions in Uzbekistan, which closely cooperate with psychological inspectors, are a unique form of local governance with a long history. In 2023, the activities of neighborhood committees were recognized by UNESCO as intangible cultural heritage of humanity. This once again confirms their important social role in community life.

Behzod Kabulov resigned from the position of press secretary
Behzod Kabulov announced that he has been relieved from his position as the press secretary and advisor on information policy to the governor of Tashkent region. This was reported by Upl.uz. He stated that he made this decision following public accusations against former deputy and public activist Feruza Babasheva regarding the defamation of her honor and dignity. Kabulov was appointed to this position in September 2022. In a post on his personal Facebook page, he announced that after thoroughly analyzing all circumstances, he decided to resign. In his statement, he emphasized that he could not remain silent due to accusations linked to him against colleagues who work honestly. The former press secretary did not elaborate on the problems that arose concerning him but expressed regret that this negative information flow occurred during the holiday period. He also stressed that the final legal assessment of the situation should be given by the court and law enforcement agencies. Kabulov’s resignation coincided almost simultaneously with a video appeal by Feruza Babasheva. In it, she spoke about a slander campaign launched against her, including offensive messages spread from an anonymous account on the Telegram messenger and later from an account believed to belong to Kabulov. Sources within the Tashkent regional administration suggest that Kabulov’s resignation may be directly related to this incident. This matter is being widely discussed in the mass media and social networks in Uzbekistan. So far, authorized agencies have not commented on the official investigation initiation regarding Babasheva’s complaint. According to Article 139 of the Criminal Code of Uzbekistan, defamation—disseminating knowingly false information that insults another person’s honor and dignity—is considered a crime. If defamation is spread through print or other types of media, including the internet, the penalties can be even more severe.
