During an inspection conducted by the Ministry of Justice, it was found that Sevimli TV used the musical works of author R. Khudoyberdiyev in several television programs without his consent and without a relevant contract. Additionally, these works were uploaded without a license on popular platforms such as Splay and YouTube and presented to a wide audience. An administrative protocol was drawn up based on the identified violations under Article 177-1 of the Administrative Responsibility Code of the Republic of Uzbekistan (Violation of Copyright and Related Rights). According to the decision of the Mirabad District Court, the channel was fined based on the first part of this article. According to Article 177-1, officials can be fined from 5 to 10 basic calculation amounts for such violations. Moreover, illegal copies, objects of related rights, equipment used for their distribution and reproduction, and other means will be confiscated. The legislation grants the author the right to claim not only compensation for damages from the person who committed the violation but also compensation ranging from 20 to 1000 basic calculation amounts. This was reported by Upl.uz. International scientific research results show a direct link between the quality of the environment inside modern buildings and the health of the inhabitants. The main problem is the chemical emissions from construction materials and the disruption of the microclimate. The greatest source of risk is volatile organic compounds (VOCs). This group includes substances such as formaldehyde, benzene, toluene, and xylene, which are released into the air from various sources in new apartments. Among these are paint coatings, particleboard (DSP) and medium-density fiberboard (MDF) panels, materials used in furniture production, vinyl wallpapers, laminate and linoleum floors, as well as various adhesives and sealants. The degassing process of these materials can take several months or even years, which continuously maintains the level of harmful substances. The impact of VOCs on the human body is systemic, damaging the mucous membranes of the eyes and respiratory tract. This condition manifests with symptoms such as dry throat, dry cough, and nasal congestion. Long-term exposure leads to weakened immunity, resulting in reduced protection against respiratory viruses and bacteria. Specialists refer to such conditions as "sick building syndrome," where individuals experience headaches, chronic fatigue, and exacerbated allergic reactions. Some substances, such as formaldehyde and benzene, have carcinogenic properties and can accumulate in the body. The issue of residual moisture in new constructions further complicates the situation. When concrete and lime mixtures used in construction are delivered before they are fully cured, they continuously emit moisture vapor. Combined with poor ventilation, this condition creates a favorable environment for the development of mold fungi such as Aspergillus and Penicillium. Their spores are strong allergens and can trigger bronchial asthma and other respiratory diseases. In particular, mycotoxins—toxic waste from mold—pose a significant health risk. Modern technologies aimed at increasing energy efficiency can also exacerbate the problem. Plastic windows retain heat well and reduce external noise, but they almost completely halt natural air exchange. In the absence of a ventilation system, air accumulates in the apartment, increasing levels of VOCs, mold spores, and carbon dioxide. As a result, the pursuit of comfort creates a harmful ecological environment. Experts recommend implementing comprehensive measures to reduce risks. This includes ventilating rooms several times a day for 10-15 minutes, as well as installing air valves in wall or window frames. Moisture should be monitored, as using decorative screens for radiators disrupts air circulation and increases humidity. It is important to choose low-emission materials with ecological certification during repairs and furniture selection. Additionally, it is recommended to continuously monitor the levels of CO2, formaldehyde, and volatile organic compounds using specialized equipment to measure indoor air quality. Creating a healthy environment in new housing complexes should be a collaborative effort among builders, regulatory bodies, and homeowners. Investing in high-quality ventilation systems and eco-friendly materials is crucial for health and longevity. According to the decision of the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, on "Additional measures to support the production of jewelry products," starting from January 1, 2026, the exemption from value-added tax related to the sale of jewelry products and semi-finished products made from precious metals and stones will be abolished. Additionally, the fee established for the sale of jewelry items made of gold in retail will also be abolished. In order to support entrepreneurs, 80% of the VAT paid by those engaged in the production or sale of jewelry products will be automatically refunded from the republican budget. Among those registered, it has been noted that there is even a ten-year-old child. This was announced by Zarifjon Ashurov, the chief narcologist of the Ministry of Health and the director of the Republican Scientific-Practical Center for Mental Health. According to him, in recent years, the dependence on synthetic drugs and pharmaceuticals has significantly increased. These substances are sometimes available for free or conditional sale. Ashurov emphasized that drug addiction among youth is often the result of unresolved psychological problems. He also stated that effective combat against addiction requires not only detoxification of the body but also comprehensive psychotherapeutic support and social adaptation. The chief narcologist pointed out that today, addiction is often closely related to mental illnesses. In conversations with young patients, they indicate loneliness, neglect by loved ones, and lack of attention to their opinions within the family as the main reasons for their problems. Last year, Ravshan Mamatov, the head of the National Drug Control Center, also noted the widespread nature of pharmaceutical addiction, emphasizing the need to strengthen cooperation among Central Asian countries to address this issue. Tashkent's deputy mayor Durdona Rahimova also confirmed that the consumption of synthetic drugs is increasing among school students in the capital and stated that this issue cannot be ignored. In Uzbekistan, a systematic fight against the illegal consumption of pharmaceutical preparations has been ongoing for several years. With a decision that came into force in December 2019, the sale of potent drugs is strictly regulated, allowing them to be sold only with a doctor's prescription and through social pharmacies. At the same time, the list of these drugs has been expanded to include andante (zolpidem), pregabalin (Lyrica), and tropicamide eye drops used for narcotic effects. Pregabalin was originally developed to treat epilepsy, neuropathic pain, and anxiety disorders. The Cabinet of Ministers of the Republic of Uzbekistan has adopted a decision aimed at improving the activities of private higher education institutions and enhancing the quality of non-state educational services. According to this document, the process of establishing new higher education institutions is divided into two main stages: first, the licensing of the institution's activities; second, the passing of its educational programs through special state accreditation. Non-state higher education institutions are now required to meet additional and strict requirements to obtain a license. In particular, the concept of the newly established higher education institution must be presented. It should include important aspects such as the name of the institution, its status, management system, staff composition, main educational and scientific areas, parameters for student admissions, the system for ensuring educational quality, educational costs and calculations, as well as a five-year development strategy. Additionally, the initial charter fund must consist of at least two million US dollars. This fund includes the material and technical base and software directly related to the educational process. The charter fund will be increased proportionally with the increase in the number of students, which will ensure the financial stability of the institution. Furthermore, the applicant must keep a fund of 350 thousand dollars in deposit accounts at commercial banks. This serves as an additional guarantee for financial stability. A building and facilities with an area of at least 5000 square meters are required for the educational process. The owner of the building is not required to be the institution itself; it can be used based on long-term lease or free use agreements. Moreover, within five years after its establishment, the higher education institution must allocate at least 80 percent of its net annual income for the development of its core activities, and in subsequent years, 50 percent. This decision will come into effect three months after its official announcement. Before the new rules come into force, entrepreneurs with licenses for non-state educational services must adapt their activities to the new licensing requirements and conditions by January 1, 2026.

This decision outlines measures to enhance the effectiveness of the education system at the Tashkent Institute of Architecture and Construction and to integrate scientific research with practice. The press service of the Ministry of Justice of the Republic of Uzbekistan provided information about the decision. The document establishes the foundations for reforms aimed at fundamentally improving the quality of training specialists in the fields of architecture and construction. As criteria for the university's effectiveness, it is envisaged to harmonize the educational process with practice and to develop a program for exporting scientific potential, aiming to establish the university brand by the end of 2028 and attract at least 1,000 foreign students. Starting from the 2025/2026 academic year, the Tashkent Institute of Architecture and Construction will transition to a full dual education system. This education will be organized on a credit-module basis, closely linking the educational process with enterprises in the construction sector. For first-year students, 60 percent of theoretical education will take place in classrooms, while 40 percent of practical training will occur at enterprises. In the second, third, and fourth years, theoretical education will constitute 40 percent, and practical training will make up 60 percent. One of the main goals is to include the Tashkent Institute of Architecture and Construction among the top 1,000 universities in the world according to QS and THE rankings by 2029. At least 10 million US dollars will be attracted for extensive reforms. These funds will be directed towards modernizing the university's material and technical base, equipping laboratories with modern equipment, and financing advanced scientific research. Additionally, a continuous education pathway of "School – Technical School – University" will be established. Starting from September 1, 2025, schools No. 250 and 273 in the Yunusabad district will be affiliated with the Tashkent Institute of Architecture and Construction. Monthly special classes will be held in the university laboratories for students in grades 7-9. These classes will focus on geometry, drawing, and physics, directing them towards architecture, engineering, and artificial intelligence technologies. At the same time, students from profile technical schools and lyceums will also be assigned to departments and will participate in regular practical training. To encourage scientific and innovative activities, an "University – Laboratory – Enterprise – Ministry" ecosystem will be implemented. Every year, a competition for the "20 best ideas" will be held among students and young scientists. Winners will have the opportunity to implement their projects in the university's modern laboratories. Research results will be presented at a scientific-technical council with the participation of business representatives, and the Chamber of Commerce and Industry will test them in real construction projects. Authors of developments successfully implemented in production will be rewarded based on a counting value of 35 basic calculation amounts (approximately 13,125,000 soums). Additionally, based on the most effective projects, the Ministry of Construction and Communal Services will have the right to improve existing regulatory documents. A council will be established to introduce "green construction" subjects and technologies at the university. Its activities will focus on adapting energy-efficient and environmentally friendly construction materials and technologies to regional conditions, as well as developing standards and models for urban area improvement. A recent study published in the prestigious Proceedings of the Royal Society B scientific journal revealed the fundamental mechanisms of human brain activity. This was reported by Upl.uz. This research explains how discomfort from multiple sources is perceived as a unified and amplified pain syndrome. A group of scientists led by Dr. Kong Yachjuo from the Institute of Psychology of the Chinese Academy of Sciences provided information that the brain area known as the precuneus plays a central role in integrating and amplifying pain signals. The phenomenon of pain is a complex psychophysiological process, the intensity of which is determined not only by direct damage to tissues but also by cognitive factors, including expectations, levels of anxiety, and attention focus. Previously, researchers had limited information on how the brain integrates signals from multiple pain sources. This study shows that when a person perceives pain as a general feeling rather than from individual stimuli, the sensation of pain significantly intensifies. During the research, participants were presented with three types of dosable stimuli: heat, pressure, and electrical effects. These stimuli were applied individually or in combination of two types. Participants were divided into two groups, with the first group evaluating each stimulus separately, while the second group received instructions to perceive the overall pain. Throughout the experiment, participants' brain activity was monitored using functional magnetic resonance imaging. At the same time, they assessed their pain levels on a standard scale. The results showed that members of the group focusing on overall pain experienced significantly amplified pain. If the intensity of the stimuli was below the pain threshold, such an effect was not observed. This indicates that the brain does not simply sum the signals but integrates them complexly to create a qualitatively new pain experience. This process is governed by cognitive approaches. The precuneus is a center located in the brain that participates in the integration of sensory information, memory, and self-awareness processes. The study found a direct correlation between the activity of the precuneus and the amplification of pain. Thus, the precuneus collects various discomfort signals and transforms them into a singular and strong sensation of pain. For example, when cutting and burning occur simultaneously, they are perceived not separately but as a whole, indistinct, and painful syndrome. This study demonstrates that psychological factors are crucial in managing pain. Patients' expectations and instructions can either amplify or diminish pain, which explains the neurobiological aspects of placebo and nocebo effects. Managing the activity of the precuneus opens up prospects for developing new therapeutic methods. This can be achieved through techniques such as cognitive behavioral therapy or neurostimulation. The research serves to create new effective approaches to treating complex pain syndromes, as such syndromes often do not respond to traditional medications. Due to the absence of pain receptors in the brain, neurosurgeons can perform brain surgeries on patients while they are conscious and pain-free. The pain we feel is the result of the brain interpreting signals coming from receptors in other parts of the body. Therefore, pain is a complex psychophysiological process related to how our brain perceives and processes external stimuli.

The press service of Tashkent city power networks reported on this matter. Specifically, from 23:00 on July 3 to 06:00 on July 4, modernization works will be carried out at the "Ikarus" (110/10 kV) substation in Yunusabad district. As part of these works, outdated equipment will be replaced with new modern devices. This will increase the reliability of power supply and allow for even distribution of the load. In this regard, there will be short-term power outages in the neighborhoods of "Sohibkor", "Oqtepa", "Obod", and "Akademiklar". Additionally, on July 4, temporary power outages are also expected in some neighborhoods of Mirzo Ulug‘bek district. This is related to the modernization of the "Botanika" (110/35/6 kV) substation. Outdated equipment will be replaced with modern ones, which will serve to enhance supply reliability. Power supply will be interrupted from 00:00 to 03:00 in the neighborhoods of "Oqqo‘rg‘on", "Darkhon", "Mustaqillik", and "Mirzakalon Ismoiliy". Citizens are requested to understand the inconveniences that may arise during this time and to take necessary precautions.
