
A new draft law has been developed to take rental relations in Uzbekistan to a new level. This was reported by Zamin.uz.
This document aims to transform the country's rental system into a modern, transparent, and competitive mechanism. The new law is planned to come into effect on January 1, 2027, and envisages a fundamental update of the current regulations.
The draft defines the main concepts of rental relations, the rights and obligations of the parties, as well as clearly specifies rental objects. It pays special attention to the principles of legality, transparency, equal competitive environment, and environmental safety in the process of leasing property.
One of the most important innovations in the new law is the introduction of the use of electronic platforms for leasing state and private property. The processes of leasing state property will be carried out through specially authorized bodies, electronic auctions, and the E-rental information system.
This practice will reduce the risk of corruption, increase competition, and ensure fair distribution. The draft law clearly defines the roles of state agencies such as the State Assets Management Agency, the Tax Committee, and the Cadastre Agency.
Additionally, the draft provides detailed coverage of the conclusion of lease agreements, their validity period, rent payment, the obligations of the parties, and the procedure for terminating the contract. In some cases, it will be mandatory to register real estate lease agreements with the state, and unjustified rent increases will be prohibited.
The draft also outlines various directions related to rental relations. These include leasing land plots, leasing state property, use of cultural heritage objects, leasing water resources and basins, use of state enterprise property, and leasing common property in multi-story buildings.
It is also stipulated that the Law "On Lease" adopted in 1991 and other related documents will lose their validity. The responsibility for implementing the new draft law and explaining its content to the public may be assigned to the Ministry of Justice and other interested organizations.
The new law will increase transparency and trust in the market by regulating the rental system. This will create new opportunities for entrepreneurs and citizens.
