
A new system aimed at increasing transparency and strengthening the competitive environment in the field of public procurement is being introduced. This was reported by Zamin.uz.
The decree PF-259, titled "On the next measures to ensure a competitive environment and transparency in the public procurement system," signed by the President of the Republic of Uzbekistan on December 26, 2025, is an important document in this regard. According to this decree, from March 1, 2026, a new electronic module based on artificial intelligence will be launched on a special information portal for public procurement.
This system will automatically calculate the average market price of the product or service being procured. This will help ensure fair price formation for both customers and participants.
Additionally, from January 1, 2026, a new competitive procedure called the "request for proposal" will be introduced in public procurement. This method is planned to increase the number of participants when purchasing certain goods, works, and services.
As a result, the selection processes will become more transparent and open. Furthermore, procurements carried out through direct contracts will be abolished.
From now on, such procurements will also be conducted on a competitive basis. These changes are aimed at increasing transparency in the use of public funds.
During the development of regulatory legal documents, it will be required to clearly specify the name of the public procurement executor. These rules will help prevent secret agreements and increase accountability.
Changes will also be made to the procurement process through electronic stores. In particular, the period for placing offers will be extended from 15 to 60 days, and a clear delivery period of at least 5 days will be established for goods.
Moreover, the deadlines for reviewing procurement documents at the Center for Comprehensive Expertise of Projects and Import Contracts will be shortened. This will facilitate speeding up public procurement processes and reducing excessive bureaucratic obstacles.
