
New reforms are being implemented in the Republic of Uzbekistan to regulate public procurement and effectively manage budget funds. This was reported by Zamin.uz.
Based on the decree signed by our President Shavkat Mirziyoyev, significant changes will be made in this area. According to the decree, measures aimed at increasing transparency in public procurement, creating a competitive environment, and preventing corruption have been outlined.
This was reported by upl.uz. It is planned to increase the share of competitive procedures in public procurement to 80 percent by 2030.
By achieving this goal, it is expected to save approximately 25 trillion soums for the state budget. Additionally, the share of local manufacturers is planned to be increased to 98 percent, and the activity of small and medium-sized business entities is aimed to be doubled.
Starting from January 1, 2026, direct contracts will be abolished. From now on, all procurements will be conducted through competitive bidding.
Exceptions will be limited only to situations clearly specified in the legislation. Furthermore, normative documents related to direct contracts will undergo multi-stage expert review.
This process includes anti-corruption analysis and assessment of regulatory impact. To ensure transparency in public procurement, customers are required to announce planned contracts in advance on a special portal.
The offer period in electronic stores will be extended from 15 to 60 days. Such measures aim to increase transparency in procurement processes and prevent illegal agreements.
To support local manufacturers, regional auctions in the format of "price reduction" will be organized. Budget organizations will only work with domestic market producers in such auctions.
In addition, advance payments will be introduced for enterprises with a high level of localization. The amount of the advance will be determined based on the financial capabilities of the supplier.
Starting from March 1, 2026, the use of artificial intelligence technologies in public procurement will be implemented. It will automatically calculate market prices and help identify deals with excessively high or low prices.
Thus, the aim is to eliminate risks in public procurement and prevent violations. These reforms will contribute to making public procurement in our country more transparent, efficient, and fair.
At the same time, it is planned to create an honest competitive environment through artificial intelligence and public oversight. This system is expected to make Uzbekistan one of the leading countries in Central Asia in digital monitoring of budget expenditures.
