The president's new decree has been adopted
“A presidential decree has been adopted regarding additional measures to support the education of talented specialists abroad, to develop their professional skills and to encourage them.”

According to the decree, the president's "El-yurt umidi" scholarship will be introduced to select the most suitable candidates for education in bachelor's, master's, and doctoral programs.

The holders of the "El-yurt umidi" scholarship will be determined through an open competition based on test examinations and interviews. The candidates' intellectual, analytical, and creative abilities, as well as their psychological stability, will be assessed in the test examinations.

Based on the results of the global rankings of international ranking organizations for bachelor's, master's, and doctoral programs:

- Scholarships from the "El-yurt umidi" fund will be allocated without competition to candidates accepted on a full grant basis for tuition fees from foreign higher education and research institutions included in the top hundred;

- Scholarships from the "El-yurt umidi" fund will be allocated without competition to candidates accepted to foreign higher education and research institutions included in the top three hundred for international transport and accommodation expenses;

- Scholarships from the "El-yurt umidi" fund will be allocated without competition to graduates of presidential, creative, and specialized schools who are accepted on a grant basis covering at least 50 percent of tuition fees for bachelor's programs at foreign higher education institutions included in the top twenty.
