Putin signed a law protecting foreign soldiers from extradition

A new law signed by the President of the Russian Federation Vladimir Putin has attracted great attention on the international stage. This was reported by Zamin.uz.
According to this law, foreign citizens and stateless persons who have served in the Russian armed forces or other military structures or participated in combat operations are strictly prohibited from being extradited to other countries for the purpose of criminal prosecution or enforcement of sentences. This amendment was introduced to Article 464 of the Criminal Procedure Code of the Russian Federation, establishing the procedure for refusing extradition of individuals upon request.
This law is part of the Russian government's strategy to enhance military capabilities and recruit foreign mercenaries. According to another decree signed on July 8, 2025, foreigners gained the right to enter into contracts with the Russian army during the mobilization period.
Previously, such an opportunity was granted only in states of emergency or martial law, but now this process has been simplified. Based on the mobilization decree adopted on September 21, 2022, the Russian government is utilizing all available means to replenish its military forces.
According to statistical data, the number of individuals being drafted into the Russian army is increasing significantly. According to information from U.S. intelligence and European analysis centers, Russia recruits an average of 30,000 to 40,000 new servicemen each month.
Deputy Chairman of the Russian Security Council Dmitry Medvedev stated on July 2, 2025, that since the beginning of the year, 210,000 people have signed contracts with the Ministry of Defense. These figures indicate a high demand for human resources to continue military operations in Ukrainian territory.
Experts believe the new law serves as a kind of protection mechanism for foreign mercenaries. This step may be criticized by the international community as it increases the possibility for individuals wanted internationally or who have committed crimes to evade punishment through Russia.
At the same time, the law creates security guarantees for foreigners wishing to serve in the Russian army. Through this law, the Russian government aims to overcome international legal obstacles in achieving its military objectives and to accelerate the mobilization process.
