A criminal case was opened for electricity theft in Namangan

In cooperation with law enforcement officers and representatives of other agencies, the activities of “N.L.L.S.” LLC located in the Davlatobod district of Namangan region were examined. The investigation revealed that the responsible persons of the enterprise interfered with the electricity consumption measuring device, which led to underreporting of the readings. As a result, the criminals illegally consumed 2.3 million kilowatt-hours of electricity, amounting to a total of 1 billion 900 million soums. A criminal case was initiated under Article 169, Part 4 (“Theft”) of the Criminal Code of the Republic of Uzbekistan regarding this incident. According to this article, the guilty persons may face imprisonment for up to 15 years. The investigation is currently ongoing.

Special rapid operations were conducted by officers of the State Security Service. During the operations, a person born in 1991, residing in Oltinkul district, Andijan region, was detained. He registered a limited liability company and provided consulting services to citizens wishing to work abroad. Through social networks, he established trust with four people living in Khazorasp district, Khorezm region, promising to assist them in preparing documents for employment in Latvia. In return, he demanded 10,000 US dollars. The criminal was caught in Urgench city while receiving the demanded money. Similarly, another person born in 1997 from Angren city, Tashkent region, gained the trust of three citizens from Andijan region and promised to help them formalize documents for employment in Latvia. He asked for 8,250 US dollars for his services and was detained while receiving an advance payment of 2,100 dollars. In both cases, criminal proceedings have been initiated and investigative actions are underway. These cases are under strict control to protect citizens from fraud and prevent illegal activities. The State Security Service advises citizens to seek employment only through official channels.

Comprehensive reform has begun in the healthcare system
The government of Uzbekistan has launched comprehensive reforms aimed at fundamentally improving the national healthcare system. This was reported by Upl.uz. These reforms are focused on improving the quality of medical care for the population and ensuring easier access to it. On August 19, President Shavkat Mirziyoyev reviewed and approved the relevant proposals, marking the beginning of large-scale changes in the sector. One of the main directions of the reforms is to reduce the centralization of medical care. Currently, the main burden is concentrated in republican medical centers, which creates difficulties for residents of regions and districts. Therefore, the scope of services at the regional and district levels will be significantly expanded. To standardize treatment methods across the country, 1500 clinical protocols will be adapted, and standard operating procedures and patient pathways will be digitized. Special attention will be paid to non-communicable diseases such as hypertension, ischemic heart disease, and diabetes. The increase in these diseases leads to a rise in strokes and heart attacks, 85 percent of which result in disability. Hence, new prevention and treatment protocols will be introduced at the primary healthcare level, with extensive use of artificial intelligence technologies. Additionally, EKG telemetry and telemedicine systems will be implemented to enable remote consultations. Modern methods such as thrombolysis therapy, stenting, and thromboextraction will be applied for emergency situations. One of the key projects of the reforms is the establishment of the National Neurology and Neurorehabilitation Center in Tashkent. This center will have 250 beds and will perform over 3000 high-tech surgical operations annually. The project will receive $150 million in funding, and clinics of medical universities in Samarkand and Bukhara will be equipped with modern equipment. With the help of Japanese partners, an early rehabilitation service meeting international standards will be established, and 150 local specialists will receive advanced training abroad. The healthcare infrastructure will also be renewed. The current system will be fully mapped and digitized. Based on this data, a unified priority plan will be developed, new building construction standards will be introduced, and 210 sanitary regulations will be updated to meet modern requirements. Significant changes are also expected in laboratory services. Currently, 150 district-level laboratories, many operating with outdated equipment, serve 2800 polyclinics, which increases public distrust in the results. To address this issue, by 2030, 198 centralized laboratories will be established, all equipped with quality control systems and fully digitized. Additionally, the list of free tests will be expanded. Changes will also be made in medical education. The Nursing Academy will be transformed into the Professional Medicine Academy under the Tashkent State Medical University. Joint educational programs with international partners will be introduced, and a system for awarding international certification to nurses based on the NCLEX exam will be established. Admission quotas for higher nursing education will be increased, and all educational programs will undergo accreditation for compliance with international standards. Students will spend more practical training directly at the patient’s bedside. Blood services will also be reformed. The government of Uzbekistan has developed a comprehensive program to enhance security in neighborhoods with high crime rates. This was reported by Upl.uz. The program is planned to be implemented by the end of 2025. Within the framework of the program, new law enforcement infrastructure will be created and modern technologies will be introduced to prevent crime. According to the approved concept, permanent law enforcement posts will be established in neighborhoods classified as “red” category, meaning those with high crime rates. The key aspect of this innovation is that the working day of district internal affairs department heads and prosecutors will start and end exactly at these posts. This will help them to study local problems more deeply. In this way, responsible persons will be closer to the population and keep the situation under constant control. As a technological component, emergency call systems, known as “panic buttons,” will be installed. They will be placed near multi-story buildings, in public places, and in the private sector. This system will enable quick contact with rapid response teams. Such systems have been implemented in Tashkent since February 2025 and are integrated with video surveillance cameras. After the button is pressed, the response team's arrival time is set between four to six minutes. Additionally, effective use of surveillance cameras operating with artificial intelligence is planned. Alongside technical and organizational measures, public awareness efforts will be intensified. For this purpose, members of the “mahalla seven” will be involved. They will conduct campaigns on crime prevention methods. The “mahalla seven” includes the mahalla leader, assistant to the hokim (district head), youth leader, active woman, prevention inspector, social worker, and tax inspector. This group plays an important role in solving social problems in the mahalla. Prevention efforts require special attention. According to the new regulation, law enforcement officers will collect and analyze information about individuals prone to committing crimes every three days. In addition, problematic families where many conflicts and quarrels are recorded will be under constant supervision. These measures are part of the strategy to create “model safe streets,” which also includes requirements such as improving street lighting, monitoring abandoned buildings, and regulating street vending. According to the obtained operational information, the internal affairs officers of Bukhara region uncovered a drug laboratory located in Namangan region. It was found that three citizens living on Namangan street were engaged in the production of synthetic drugs in a teahouse building in the Yangikurgan district. A total of 7.14 kilograms of mephedrone drugs were seized from their laboratory. In addition, more than 3 liters of liquid and over 100 grams of solid mephedrone were found and confiscated from a person living in the "Vodiy" neighborhood of the same district, who was the organizer of the criminal group. The total value of the seized drugs amounted to 13 billion soums. At a meeting chaired by the President, a program was presented to reorganize the infrastructure and introduce strict standards for quality control by 2030. Currently, the low reliability of medical research results in the country's healthcare sector is manifesting as a systemic problem. In many medical institutions, the same tests show different results, reducing trust in both public and private clinics. Although the number of private laboratories has increased in recent years, there has been no significant improvement in service quality across the entire sector. The current state of laboratory networks has been officially recognized as unsatisfactory. Across the country, 1,500 laboratories serve more than 2,800 polyclinics, but their equipment is outdated. In some places, specialists are forced to perform tests manually, which does not meet modern requirements for accuracy and speed. Such conditions lead to delays and errors in diagnosis, posing risks to public health. One of the main directions of the reform is the deep reorganization and centralization of laboratories. By 2030, the number of laboratories is planned to be reduced, and 198 modern centralized diagnostic centers will be established in their place. These centers are expected to enable resource consolidation, provision of advanced equipment, and implementation of unified work standards. The reform sets as a key task the introduction of internal and external quality control systems, as well as the digitization of all processes—from biomaterial collection to result delivery. This will ensure transparency and traceability at every stage of testing. Additionally, it is planned to increase the types of tests provided free of charge to the population. Alongside the reorganization of the public network, the issue of strengthening control over the private sector’s activities has also been raised. The rapid growth in the number of private laboratories has led to insufficient quality control. Lack of complete information about their methodologies, equipment calibration, and internal audit systems raises doubts about the reliability of their services. Thus, the announced reform is a comprehensive effort aimed at systematically addressing existing problems in the healthcare sector. Its success will depend not only on updating infrastructure but also on effectively implementing control mechanisms, which will significantly improve diagnostic quality for millions of citizens. The world’s first centralized medical laboratory was established in 1896 in Munich, Germany, by physician Max von Pettenkofer. It was opened to standardize diagnostics for infectious diseases such as cholera and typhoid.

In cooperation with service officers and other law enforcement agencies, a series of rapid operations were conducted within the territory of Uzbekistan. In particular, two citizens born in 2005 and 2006 in Uzun district of Surxondaryo region were detained for smuggling drugs from Tajikistan. A total of 20.37 kilograms of opium and 41.67 kilograms of hashish were seized from their residences. At the same time, their accomplice, a person born in 2004, as well as the recipient of the drugs, a resident of Denau district born in 2000, were also detained. Additionally, in Tashkent region, a person born in 1991 residing in Toshloq district of Fergana region was detained. During an additional inspection while entering Uzbekistan from Kazakhstan, it was revealed that he was smuggling 7.9 kilograms of synthetic drug – mephedrone – hidden inside a marble slab. This marble slab was brought from Moscow, Russian Federation, ordered through an unknown person's Telegram bot. The recipient of the order is a citizen born in 1985 from Bekobod district, who was also detained in Urta Chirchiq district while receiving the drugs. In Fergana region, a pensioner from Kokand city born in 1964 and his son born in 1993 were also detained. The son has previously been accused of drug-related crimes. A total of 5.88 kilograms of opium and 3.92 kilograms of hashish were found at their residences. During the investigation, it was established that the drugs were transported from Afghanistan through Surxondaryo region. Criminal cases were initiated under the articles “Smuggling” and “Illegal production, purchase, storage, and other actions with narcotic drugs, including their use for sale” of the Criminal Code of the Republic of Uzbekistan. The criminals may face imprisonment for up to 20 years. Law enforcement agencies are continuously intensifying measures in the fight against narcotics and striving to ensure the rule of law.

Illegal barriers and prohibitory signs were removed from 18 streets, restoring free movement of traffic. As a result of these comprehensive measures, the number of road traffic accidents decreased by 41.3 percent compared to the previous month. The President's decree dated August 4 introduces significant innovations in the activities of labor inspections. From now on, labor inspectors will no longer be required to notify enterprises in advance. According to the Ministry of Labor and Social Protection of the Population, this change aims to align national legislation with the conventions of the International Labour Organization. From September 1, 2025, state labor inspections will have the right to conduct inspections without notifying authorized bodies. Additionally, within the framework of the risk analysis system, the requirement to warn business entities 10 working days before the start of control measures will be abolished. These changes will lead to business representatives meeting inspectors without prior preparation and will serve to increase the transparency and effectiveness of control. The results of unscheduled inspections must be entered into the "Unified State Control" system within three days. From the beginning of 2026, the process of managing administrative fines will be further digitized. Starting January 1, fines for violations of labor legislation will be issued electronically through the Unified National Labor System. This will reduce employers' involvement in accepting and paying fines and will speed up the process. The decree places special emphasis on combating the shadow economy. Strict financial sanctions are established for unregistered labor conditions. For the first time, if an employee is found to be working without official registration, the fine will amount to 30 base calculation units, currently approximately 12.36 million soums. If the employer commits a repeated violation within one year, the fine will increase to 100 base calculation units, i.e., up to 41.2 million soums. The Ministry of Labor and Social Protection of the Population, the Ministry of Justice, and the Chamber of Commerce and Industry are jointly tasked with preparing the relevant draft law within a short period and submitting it to the Cabinet of Ministers. These measures are aimed at protecting employees' rights, legalizing labor relations, and increasing revenues to social funds. From 2026, the Unified National Labor System in Uzbekistan will enable the management of fines as well as the maintenance of electronic labor books. The system will store information about each official employee's activity, work experience, received salary, and paid taxes, forming a digital labor history. This will contribute to more transparent and effective management of labor relations.

This incident attracted public attention and highlighted a serious problem faced by the elderly. A statement about this was published by the «Potrebitel.Uz» consumer society. The woman worked for 40 years as a German philology teacher at the Uzbekistan State University of World Languages. On July 12, she went to the housing and communal services society to receive her pension. She was expecting the promised additional payment but received significantly less money than expected. Later it was revealed that an incorrectly calculated debt amount had been withdrawn from her pension. According to the woman, her previous pension was 2 million 158 thousand soms, but she was paid 1 million 268 thousand 700 soms. She had always paid for communal services on time, and this situation surprised her. She appealed to the local council and other organizations but did not receive any help. She emphasized that such cases are common in the Cholpon neighborhood where she lives. Many pensioners have had incorrect debts calculated and then withdrawn from their pensions. Nevertheless, the woman did not give up and contacted the anti-corruption agency. As a result of the agency’s intervention, the housing and communal services society contacted her and promised to return the illegally withdrawn amount. The woman also sought advice from lawyers and specialists because the society’s verbal promises did not inspire confidence, and she stressed that legal proceedings at the age of 83 are physically and mentally challenging.

The Tashkent city administration has significantly increased the share of decisions that are not disclosed to the public. This was reported by Upl.uz. Analysis of data from the E-Decision portal shows that since the beginning of 2025, 67.1 percent of the documents signed by Mayor Shavkat Umurzakov have not been made publicly available. This figure has increased compared to the previous year, as in 2024 the share of closed decisions did not exceed 50 percent. From January to August 18, 2025, the Tashkent mayor made a total of 803 decisions. Only 264 of them, or 32.9 percent, were open to the public, while the remaining 539 decisions, or 67.1 percent, were not provided to citizens. Additionally, 371 of the closed decisions were marked as "Confidential for service." During the same period in 2024, 763 decisions were made, of which 405 were open and 358 were closed. Thus, despite a 5.2 percent increase in the number of decisions, the share of closed documents has nearly increased one and a half times. At the same time, the activity of the Tashkent People's Deputies Council is considered relatively transparent. Since the beginning of 2025, they have made 172 decisions, of which 135 are open to the public. Although the openness rate has slightly decreased from 85 percent in 2024 to 78 percent, it remains high, especially compared to the city executive authority. In previous years, the authorities' activities were also relatively transparent. For example, in 2022, under the leadership of city mayor Jahongir Artykhodjayev, 607 out of 1040 decisions, or 58 percent, were made public. As representatives of the Ministry of Justice have previously emphasized, current legislation allows mayors to independently determine the level of openness of documents. The law provides for restrictions if documents contain confidential information such as defense, security, or personal data. However, in practice, the confidentiality mark is sometimes applied to documents that do not actually contain confidential information. For example, in October 2024, Shavkat Umurzakov signed a decision to allocate 100 billion soums for heating subsidies, which was hidden from the public. This decision did not justify the imposition of restrictions. Interestingly, at the same time, a decision to provide housing to orphans was fully open to the public, including their full names and addresses. This problem is not new. In 2022, cases of economic decisions being hidden were identified. For instance, documents regarding the expenditure of 18 billion soums on city festivals, all carried out based on direct contracts, were not published on the E-Decision portal. Later, the Prosecutor General's Office found violations of public procurement legislation and embezzlement of budget funds. In October 2024, the director of the Anti-Corruption Agency, Akmal Burhanov, reported on the systemic problem. According to him, in 2023, out of 115,000 decisions made by authorities nationwide, more than 43,000 were illegally hidden, accounting for 37.3 percent. He criticized that among the hidden decisions were those related to funds allocated for building construction and employee incentives. This situation allows authorities to spend funds at their discretion. Legislative changes needed to improve the situation have not yet been adopted. In an official statement, Ozon Travel said the incident was "completely unacceptable." The company announced that incorrect information had been provided by the hotel. The tour operator stated that the paid money had been refunded and an apology was issued to the customer. Additionally, it was announced that cooperation with the "Bodomzor" hotel had been completely terminated. Ozon Travel plans to strengthen quality control of services provided by partners and develop new algorithms for hotel inspections. For this purpose, cooperation with the Russian quality agency is envisaged. The Tourism Committee conducted an investigation following the Russian citizen's complaint and found that the "Bodomzor" hotel was not officially registered in the Yunusabad district and was operating illegally. Documents related to this case were sent to the Tax Committee and the Sanitary-Epidemiological Safety Committee. Despite the unpleasant situation, the tourists noted that their overall impression of the trip to Uzbekistan was not negatively affected and that they managed to try the famous Uzbek cuisine – plov.
