As a result of the inspection, cases of embezzlement of mandatory payment funds were identified in 83 organizations, resulting in a total loss of 25.9 billion soums. In addition, 158 managing organizations have been subjected to administrative fines, with a total of 587 million soums collected in penalties. The remaining managing organizations have been given mandatory instructions to eliminate the identified shortcomings. The Deputy Minister also emphasized that the method of holding responsible persons in managing organizations accountable has changed. Previously, they were held administratively accountable once a year, but now separate measures are taken for each identified violation. Hospital representatives confirmed that the patient's condition worsened after the surgery and that she died, but did not go into details. He is accused of creating a fake profile in the name of a famous gynecologist on the Telegram messenger and providing paid consultations. According to the court case, the incident occurred in late June 2025. B. Sh. created a fake account using the real name and photo of doctor D. S. on Telegram. Through this account, he introduced himself as a doctor to women, provided incorrect and false medical advice, and received money. During the trial, B. Sh. fully admitted his guilt and expressed remorse for his actions. He requested the court to consider mitigating circumstances for his punishment. Doctor D. S. also submitted a petition to the court, providing full information about the damage caused to him. He stated that the accused spread false information in his name, gave advice unrelated to the field of gynecology, and received money in return. These actions seriously harmed his professional reputation. D. S. demanded strict measures within the law from the court. After reviewing all the evidence and listening to the testimonies of the parties, the court found B. Sh. guilty. His actions were assessed under part 1 of Article 202-2 of the Administrative Responsibility Code of the Republic of Uzbekistan — the clause on “Spreading false information.” As a penalty, he was fined 50 times the base calculation amount, which currently equals 18.7 million soums. As the popularity of telemedicine and online consultations increases in Uzbekistan, cases of creating fake profiles of real doctors and deceiving patients are on the rise. As a result of the incident that occurred in December last year, former educator Laylo Alimova was deprived of her freedom, while methodologist Vazira Giyazova received a limited sentence. According to court materials, systematic violence was observed against two-year-old Zubayr Anvarjonov at the private kindergarten named "Jajji nihollar." From December 9 to 11, 2024, 67-year-old methodologist Vazira Giyazova frequently used physical violence to force the child to eat. The protocols recorded aggressive actions such as hitting the head, pulling the clothes, and throwing the child onto the bed. The tragic event occurred on December 11. The 27-year-old educator Laylo Alimova used violence because the child was not sleeping peacefully. During the court proceedings, it was revealed that she threw the child to the ground, hit him, kicked him from behind, and struck his face. She also stuffed a blanket in his mouth to stop him from crying and applied choking actions. Alimova also threatened to throw the child out of the window. As a result of these actions, the child sustained a severe traumatic brain injury and fell into a state incompatible with life. In her testimony at the court, Laylo Alimova fully admitted her guilt, stating that she acted in a "state of rage" and asked the court for forgiveness. She stated, "I got angry and kicked him three times. On the first kick, the child hit the wall. Then I picked him up and threw him onto the bed," she testified. The court materials indicate that during the violence, methodologist Giyazova entered the room but instead of stopping the illegal actions, she struck the child and threatened, "If you don't sleep, I'll kill you!" According to the sequence of events, Alimova continued the violence. At 14:21, she made the child sit in front of her, but since there was no peace, she used violence again. At one point, she noticed that the child was not showing signs of life and called for help. Initial attempts to provide medical assistance were unsuccessful. The ambulance team took the child to the hospital, where he passed away on December 14 without regaining consciousness. According to the court decision, Laylo Alimova was found guilty under part 3 "d" of Article 104 of the Criminal Code of the Republic of Uzbekistan. The court sentenced her to 6.5 years of imprisonment in a general regime colony, applying Article 57. Vazira Giyazova was charged under parts 2 "a" and "v" of Article 110 and was sentenced to 3 years of limited punishment. Due to this and other serious cases in Uzbekistan, the control system over kindergarten activities has been significantly strengthened. Starting from 2025, it became mandatory to install video surveillance systems in all private kindergartens that allow remote access for parents and monitoring bodies. A new study conducted by the Yuksalish National Movement shed light on the complex and multifaceted problem of corruption risks in Uzbekistan's primary healthcare sector. This was reported by Upl.uz. The results of a survey conducted among nearly five thousand citizens participating in the study show a significant discrepancy between the official positions of patients and healthcare workers. Every seventh patient acknowledges the existence of informal payments, while the majority of healthcare workers participating in the survey, namely 56 percent, emphasize that there is no corruption in the field. A total of 4,800 respondents were involved in the survey across the country. Among them, 1,968 were potential patients, and 2,900 were employees of healthcare institutions. As noted by Yuksalish experts, corruption in healthcare not only undermines trust in the healthcare system but also obstructs citizens' right to receive quality and affordable medical care. This issue is one of the pressing matters for the republic. The survey participants among patients were evenly distributed between urban and rural residents, with 49 percent being urban and 51 percent from rural areas, ensuring the representativeness of the data across the country. Analysis of the responses shows that 65 percent of citizens believe that informal payments or gifts are not given when visiting polyclinics and family doctor points. At the same time, 15 percent of survey participants reported paying healthcare workers for services that should be free by law. Fourteen percent of participants refused to answer directly, while 6 percent ignored the question altogether. Among those who confirmed informal payments, 152 individuals stated that they did this voluntarily as "gratitude," 93 individuals indicated that it was directly requested by healthcare workers, and in 49 cases, there was mutual agreement between the parties. This indicates the formation of a system of informal rules. Despite personal experiences, opinions in society about the prevalence of corruption in healthcare vary. Only 17 percent consider this situation widespread, 39 percent believe it occurs "from time to time," 23 percent say it "rarely happens," and 20 percent responded that it "never happens." Citizens identified informal payments for maternity hospital services, requests for prescriptions from certain pharmaceutical companies, and "gratitude" payments for operations funded by the state budget as examples of corruption. When asked what measures to take when faced with inappropriate demands, 37 percent expressed readiness to contact the relevant authorities, 34 percent preferred to report corruption, 13 percent stated they would not contact anyone, and 16 percent could not provide a clear answer. Patients indicated low salaries, the societal norm of "gratitude" to doctors, lack of information, and low levels of digitization as the main reasons that drive healthcare workers to engage in illegal actions. The level of job satisfaction among healthcare workers presents a mixed picture: 36 percent are fully satisfied, 40 percent are somewhat satisfied, 15 percent expressed complete dissatisfaction, and 9 percent could not provide a rating. The most interesting result is that 56 percent of healthcare workers believe that there is no corruption in their field, while 29 percent answered "I don't know"

This situation forced the official Tashkent to take immediate measures to create a reliable sanitary shield within its borders. According to information from neighboring republics, the increase in cases of the disease among agricultural animals is causing serious concern. In particular, in some provinces of Kazakhstan, local authorities have implemented quarantine measures to warn and prevent the spread of the disease. Farhod Qurbonbekov, head of the epidemiology and dangerous infections department of the sanitary-epidemiological welfare committee, commented on the situation and the measures being taken. Anthrax, known among the people as "burning," is an acute infectious disease caused by the bacterium Bacillus anthracis. The disease primarily transmits from infected animals to humans, which is why agricultural workers — farmers, livestock breeders, veterinary specialists, and employees of meat processing enterprises are considered to be at high risk. As experts have noted, the most common form of the disease is the cutaneous form, which accounts for 99 percent of all cases. Painless sores with a black center appear on the skin, surrounding tissues swell, and nearby lymph nodes react. If medical assistance is sought in a timely manner, this form is successfully treated. However, the pulmonary, intestinal, and septic forms are much more dangerous and can lead to death. According to experts, human infection occurs in several cases. These include slaughtering sick animals without veterinary supervision, direct contact with untreated skin or wool, and consuming meat from infected animals without sufficient thermal processing. Uzbekistan has established a multi-layered prevention system against this threat. This system includes mandatory annual vaccination of all pets. Additionally, animals intended for commercial purposes are only allowed to be slaughtered in specially designated slaughterhouses, and this process is under the supervision of veterinary specialists. All meat products brought to markets and trade networks undergo mandatory laboratory testing. In cases of suspected or confirmed anthrax, infected carcasses are immediately incinerated and are not allowed to be processed. Selling meat in unauthorized places, including street shops, is strictly prohibited, and authorized bodies monitor compliance with this rule. Special attention is paid to border control. Sanitary control has been intensified at 55 active crossing points on the state border, eliminating the likelihood of infection entering. Additionally, regular soil sampling and laboratory analysis are being conducted in areas where anthrax soil foci may exist. Farhod Qurbonbekov emphasized that there are sufficient stocks of necessary medicines for diagnosing and treating the disease in Uzbekistan, and all conditions for urgent diagnostics have been created. According to preliminary estimates, their total value amounts to 5 billion 746 million soums. Currently, a criminal case has been initiated regarding this incident, and investigative actions are underway.
