ID cards and migration system will be digitized

This document aims to facilitate citizens' use of electronic government services, as well as introduce changes to the stay procedures for foreigners and students in the country. This was reported by podrobno.uz.
Starting from February 1, 2024, when an ID card (national passport) is issued for the first time, an electronic digital signature (EDS) certificate will be added free of charge. Additionally, the new ID card holder will be automatically and free of charge registered in the unified identification system of the “Electronic Government” — OneID.
This will enable citizens to use the state's online services without additional registration. New procedures are also being introduced for foreign citizens and stateless persons.
From May 1, 2026, the Migration and Citizenship Registration Department of the Ministry of Internal Affairs will be authorized to extend electronic entry visas for up to 30 days. Furthermore, the processing of documents confirming the right to work will also be assigned to this department and its regional offices.
To accelerate migration processes, permission has been granted to introduce additional staff in internal affairs bodies. The additional expenses will be covered by the funds of organizations that employ foreign specialists.
Starting from September 1, 2026, the registration process based on students' place of residence will also be simplified. Now, as soon as a contract is signed for accommodation in a dormitory, the place of residence will be automatically registered.
This eliminates the need to collect additional documents. These changes are aimed at reducing bureaucratic procedures and creating a convenient and transparent digital environment for citizens of Uzbekistan, foreign investors, and students.
