During the investigation, a secret workshop producing counterfeit medicines illegally was discovered inside a building belonging to a limited liability company specializing in the production of biologically active supplements. At this workshop, 11 drug manufacturing machines, 21 tablet molds, powders and tablets weighing a total of 389 kilograms, as well as a Raikal brand pneumatic weapon and other items were seized. Additionally, in a second workshop located in the same company building, equipment, molds, empty capsules and packaging, instructions, and powder raw materials were found and confiscated in accordance with procedural rules. According to the conclusion of experts from the State Center for Pharmaceutical Safety, the secret workshops were producing counterfeit medicines "Ursosan 250 mg," "Neuromidin 20 mg," and "Fanigan." Within the framework of further investigations, a pharmacy that ordered counterfeit "Fanigan" products and delivered 130 kilograms of the substance was also brought under control. This pharmacy was found to have 1,067 packages of 15 types of counterfeit medicines, including "Fanigan," "Azimak," and "Tsiprolet," as well as 274 packages of 14 types of expired medicines. A criminal case has been opened against three individuals who organized the illegal production under Article 186-3, Part 2, Clauses "b" and "g" of the Criminal Code of the Republic of Uzbekistan. Investigative actions are currently ongoing.

This measure prevents the emergence of products on the market whose safety and effectiveness have not been proven, allowing only tested products to be authorized. Additionally, significant changes will be introduced for manufacturers. Starting from January 1, 2027, obtaining a national GMP certificate will be mandatory for all enterprises producing medicines. This certificate confirms compliance with “Good Manufacturing Practice.” For manufacturers of medical equipment, the ISO 13485 standard will also be required starting from July 1, 2027. These steps are considered necessary for the integration of the local pharmaceutical industry into the global market and to increase trust in Uzbek products. The reform strengthens liability for violations in the pharmaceutical sector. Previously, measures were announced to revoke licenses from pharmaceutical companies and pharmacy chains that sold counterfeit or improperly labeled medicines. Furthermore, from July 1 of this year, imported medicines can only be sold by official importer companies or their authorized dealers. These measures demonstrate the aim to establish systematic order in the pharmaceutical market and protect citizens' health. They will now have the right to inspect the activities of economic entities without prior notice and will exercise stricter control over compliance with labor legislation. A new incentive system for businesses will be introduced. The "Green Entrepreneur" status will be granted to companies that meet environmental standards. Holders of this status will be given priority on the "Transparent Construction" electronic platform, temporarily exempted from ecological inspections, and supported in entering international markets. Important changes will also be made to the rules for the voluntary termination of small and medium-sized businesses. Enterprises with an income of less than 10 billion soums over the past three years, no debts to the budget, regular reporting, and a low-risk level in the "Risk Analysis" system will not be subject to tax audits. Significant relief will also be introduced in the jewelry sector. Until September 1, 2028, the customs duty on jewelry items will be set at 2 percent. The marking fee for imported items will be equalized with the tariffs established for local manufacturers. Decisions will now be made not only based on medical conclusions but also on the results of a comprehensive electronic assessment of a person's functional state. The procedure for receiving financial assistance for single parents will be simplified. Applications can be submitted through the "Unified National Social Protection System," the EPIgu portal, or "Human" centers. Positive changes are also expected in the education sector. A 15 percent quota will be allocated in schools for children in need of social protection in evening groups, and they will be fully exempted from parental fees. Additionally, the base tariff rates for school principals will be increased: by 20 percent for directors and by 15 percent for their deputies. Starting from September 1, the patrol-post units of the Ministry of Internal Affairs will begin providing public order protection services on a contractual basis through the "Electronic Patrol" system. Legal entities can request this service via the EPIgu portal and public service centers. The base calculation value, or BRV, is a universal financial indicator used in the context of customs duties and claims.
