Three Uzbeks were repatriated from Poland
Three Uzbeks were repatriated from Poland
In a carefully planned humanitarian operation carried out in cooperation between the Embassy of Uzbekistan in Washington and the Agency for External Labor Migration, three Uzbek citizens who found themselves in difficult life circumstances in Poland were successfully returned home. This was reported by Upl.uz. This measure was implemented within the framework of the state program "Return to Homeland," aimed at providing comprehensive assistance to our compatriots abroad. Among those returned were D.A. from Tashkent and his mother S.A. Their prolonged stay in the European Union was due to the necessity of undergoing a complex and lengthy course of treatment. Their return was made possible not only through diplomatic measures but also thanks to the active assistance of representatives of the Uzbek diaspora in Poland. Special attention should be given to 21-year-old O.K. He is from the Tashkent region and fell victim to a fraud scheme organized via the Telegram messenger. The young man, who suffered losses, was deprived of identity documents, remained in an illegal status, and was unable to return home on his own. Unfortunately, cases of digital fraud are common and pose a significant threat to labor migrants. All three citizens will receive comprehensive assistance upon arrival in Uzbekistan. Relevant state bodies and public organizations will ensure their legal, psychological, and social support, helping them to adapt to society more quickly. Additionally, the importance of awareness campaigns about risks and prevention methods for citizens traveling abroad is emphasized. In recent years, the Republic of Poland has become one of the main destinations for labor migration from Uzbekistan. In response to this trend and to strengthen the protection of the rights and interests of our compatriots, the position of labor migration attaché has been established at several Uzbek diplomatic missions abroad, including in Poland. This measure aims to provide effective assistance to Uzbeks abroad and to create a system for prompt response to arising issues. The "Return to Homeland" program is part of Uzbekistan's comprehensive state policy to support compatriots abroad. From July 30 to August 18, 2025 alone, a total of 621 of our citizens were returned home from various countries around the world under this initiative, three of whom were from Poland.

A new system against corruption in construction was introduced
A new system against corruption in construction was introduced
The press service of the Ministry of Construction and Communal Services of the Republic of Uzbekistan has issued an official statement commenting on recent allegations of corruption. This was reported by Upl.uz. On August 29, 2025, during an open dialogue with entrepreneurs operating in the construction sector, entrepreneur Usmonjon Abdusamatov expressed his views on unjustified refusals and the presence of corruption in the construction field. He emphasized that additional expenses during the process of obtaining a construction permit could reach from 100,000 to 200,000 dollars. After carefully reviewing this information, the Ministry expressed its position. All state services and payments in the construction sector are carried out exclusively in electronic form. This prevents the demand for additional funds. Submission of documents is only carried out through the my.gov.uz portal or State Services Centers, so there is no direct communication between applicants and officials. In recent years, the Ministry has implemented a number of reforms aimed at reducing bureaucratic barriers and human factors. All stages of construction—from obtaining permits to commissioning the facility—are fully monitored through the national "Transparent Construction" information system. These processes are strictly regulated by decisions of the Cabinet of Ministers. In accordance with the decisions of the President and the Cabinet of Ministers, a one-time fee per cubic meter of construction has been introduced in Tashkent city. These funds are directed to the city development fund and are used for the creation of engineering and communication networks as well as transport infrastructure. The Ministry has appealed to entrepreneurs and citizens to report cases of corruption. Special "hotlines" and communication channels have been established for this purpose. The Ministry's hotline: +99871-210-11-04 (short number 1066), email addresses: [email protected] and for corruption-related appeals: [email protected]. Additionally, appeals can be made via the Telegram bot at @QurilishKomplayensbot. The Ministry of Construction and Communal Services has confirmed its commitment to the principles of transparency, legality, and openness in its activities and announced its readiness to respond to all arising questions.

Google introduces mandatory verification system for Android apps
Google introduces mandatory verification system for Android apps
Google Corporation has announced significant changes to the security policy of the Android operating system. This was reported by Upl.uz. These changes directly affect users and developers in Uzbekistan. Starting from 2026, a mandatory verification system will be implemented for all applications installed on certified devices. This will restrict the downloading of APK files from unverified sources. This initiative aims to protect users from fraud schemes and malicious software. Currently, applications installed from external internet sources contain malicious code 50 times more often than those from the official Google Play store. The new system will make it harder for illegal software to spread and will add an extra layer of protection against the theft of personal and financial data. The new system will be introduced gradually. In October 2025, limited access will be opened for developers to familiarize themselves with the new requirements. From March 2026, the verification process will be open to all software creators. Mandatory checks will begin in September 2026 in countries such as Brazil, Indonesia, Thailand, and Singapore. By 2027, this requirement is expected to be applied globally, including in Uzbekistan. The main purpose of the new system is not to analyze the content of each application but to identify its author. This process is likened to a "passport check." Developers will need to provide and verify their personal information — name, address, and contact details. Organizations will have to provide their D-U-N-S number and confirm ownership of an official website. This system will significantly reduce anonymous threats. These changes will be an important step in ensuring the cybersecurity of Uzbekistan’s citizens. Due to the increasing cases of hidden software installations via APK files and theft of personal data, the new measures will provide additional protection. Strengthening control over application sources will help effectively combat cybercrime and protect users’ personal and financial information from unauthorized access. Law enforcement agencies will have technological support at the operating system level to detect and prevent cyber fraud. The Android system is the most widely used mobile operating system in the world, installed on over 3 billion active devices. While its open-source code has provided developers and users with great freedom, it has also introduced additional security threats. The new policy aims to address these security issues.

Uzbekistan expressed readiness to assist Afghanistan
Uzbekistan expressed readiness to assist Afghanistan
Uzbekistan has announced its readiness to provide assistance to Afghanistan. This was reported by Upl.uz. More than a thousand people died as a result of a strong earthquake that occurred in the eastern provinces of the country. While reports of the terrible consequences of the natural disaster were spreading, official Tashkent expressed deep condolences to the Afghan people. On the evening of September 2, President Shavkat Mirziyoyev was the first to send words of condolence and support to the leadership of Afghanistan, the families of the deceased, and the victims. The Ministry of Foreign Affairs of Uzbekistan also confirmed its intention to assist the neighboring country. In an official statement, Minister Bahrom Saidov expressed sympathy to the Afghan people and emphasized their readiness to provide friendly assistance during this difficult time. According to him, "We sympathize with the brotherly people of Afghanistan and are ready to help with all our capabilities to overcome the consequences of this tragic natural disaster." The earthquake occurred on the night of August 31 to September 1, with a magnitude of 6.0. The epicenter was located in a mountainous area, particularly in the provinces of Nangarhar, Kunar, and Laghman. Subsequent aftershocks worsened the situation and caused additional destruction. According to the latest information, the death toll has exceeded 1,411, and more than 3,100 people have been injured. More than 5,400 houses were destroyed. Rescue operations are complicated by the difficult terrain of the mountainous area and landslides caused by aftershocks. Humanitarian organizations and local authorities are trying to reach the most affected villages, but access to these areas has become difficult. The reduction of international aid in recent years has also placed additional burdens on local resources. The earthquake occurred in the Hindu Kush mountain range. This region is one of the most seismically active zones in the world, resulting from the collision of the Indian and Eurasian tectonic plates. For this reason, earthquakes are frequent natural events in Afghanistan and neighboring countries and, unfortunately, often lead to destruction.

Strong earthquake in Afghanistan kills thousands
Strong earthquake in Afghanistan kills thousands
A strong earthquake in eastern Afghanistan caused significant human losses and widespread damage. This was reported by Upl.uz. According to government representative Zabiulla Mujahid, the death toll has reached 1,411 people, with over 3,100 injured. Earlier, the Afghan Red Crescent Society reported 1,124 deaths and 3,251 injuries. The earthquake occurred on the night of August 31, 2025, with a magnitude of 6.0, located 27 kilometers northeast of Jalalabad, the administrative center of Nangarhar province, near the border with Pakistan. The epicenter was approximately 8 kilometers deep, which led to extensive destruction on the surface. At least 13 weaker aftershocks were recorded following the main earthquake, some reaching a magnitude of up to 5.2. The greatest damage was reported in Kunar province, where at least three villages were completely destroyed. Severe damage was also reported in Nangarhar, Laghman, Nuristan, and Panjshir provinces. Initial assessments indicate that over 8,000 homes were destroyed, leaving thousands homeless. According to UNICEF, many children are among the deceased. Search and rescue operations are facing serious difficulties. Heavy rains in mountainous and remote areas, landslides caused by the shaking, and damaged roads are complicating the efforts. Rescue teams are using helicopters to extract the injured from under the rubble. Authorities are concerned that the death toll may rise, as many people may still be trapped under the debris. Ehsanulla Ehsan, head of the Nangarhar Provincial Disaster Management Authority, said: “We cannot yet accurately say how many bodies remain under the rubble.” The Afghan government has appealed to the international community for assistance. The United Nations Emergency Response Center has allocated 5 million dollars. Additionally, the UN has dispatched at least 25 specialized teams to assess the situation and provide aid in the affected areas. However, the organization notes that stocks of construction materials and medical supplies are running low, and current funding is insufficient to meet all needs. Several countries have expressed readiness to provide humanitarian aid. The United Kingdom announced it will allocate 1 million pounds sterling. China, India, and Switzerland have also pledged to provide assistance. Afghanistan is located in a seismically active zone due to its position at the intersection of the Eurasian and Indian tectonic plates. This makes the country highly susceptible to frequent and sometimes devastating earthquakes.
