According to the government decision, starting from December 1, 2025, a number of conveniences will be introduced for citizens. These changes are aimed at improving service quality, reducing human factor influence, and ensuring promptness through the use of modern information technologies and electronic systems.
First of all, a new procedure related to prenuptial agreements will come into effect. From December 1, 2025, copies of prenuptial agreements drawn up by notaries will be mandatorily uploaded to the "Notarius" information system.
Therefore, the practice of requesting original paper documents from the notary will be abolished. This change will reduce unnecessary paperwork and time loss for citizens about to get married.
In addition, the process of performing notarial actions will be fully recorded. Audio and video recordings will be stored on special electronic devices and directly linked to the notarial action.
This will ensure transparency and openness of the processes. Another important innovation will be introduced from January 1, 2026.
From now on, it will no longer be required to present the original identity document to the notary. Citizens' identities will be verified using information technologies based on their document details.
Also, the practice of verification through biometric data — fingerprint and facial recognition technology (Face-ID) — will be implemented. This will create convenience for citizens and prevent cases of forgery.
Starting from April 1, 2026, all transactions related to real estate will be carried out under the new procedure. Contracts related to real estate and its shares will be electronically sent by the notary through the "Notarius" system for state registration.
After that, once the real estate object is officially registered, information about its new owner will be automatically transmitted to utility service providers. This will enable prompt updating of changes in the database.
