What changes will occur in Uzbekistan's legislation from March 1?
Starting from March 1, a number of changes will be introduced in Uzbekistan's legislation.

Subsidies will be paid when organizing daytime care services for children

The following subsidies are provided for business entities organizing daytime care services for children with disabilities:

  • A subsidy of 25% of the minimum wage (MW) will be allocated for each child aged 3 to 7 who uses daytime care services for one day, and 27% of the MW for each child aged 7 to 18. The subsidy amount for regional centers, Tashkent, and Nukus will be determined by applying a coefficient of 1.1;
  • An additional payment of 30% of the subsidy will be made for each child with disabilities from families registered as poor;
  • When a transport service is provided for children living more than 3 km away from the location where the daytime care service is organized by a private partner, compensation of up to 75% of the MW will be paid based on the number of days the child actually attended the service for one month.

A new procedure for transferring local government properties will be introduced

The Cabinet of Ministers of Karakalpakstan, regional administrations, Tashkent city, and district (city) administrations will transfer local government-owned real estate properties to business entities for direct lease for a period of 10 years, provided that new projects are launched and new jobs are created within two years:

  • For privatization or direct sale based on the valuation for entrepreneurs who have paid rent for 4 years and fulfilled the terms of the lease agreement;
  • It is permitted to lease to local and foreign specialists or organizations engaged in teaching foreign languages and obtaining qualification certificates for a period of 5 years.

New requirements for the registration of agricultural machinery are being established

It is prohibited to register and use new tractors and combines purchased using benefits, including imported and domestically produced ones, without installing GPS devices.

New platforms for charitable contributions will be launched

The "Green World" and "Green Payment" platforms will be introduced to serve voluntary charitable contributions from individuals and legal entities.

A new procedure for refunding state duties

Due to the conclusion of an agreement between the parties, when a court case is terminated, state duties will be refunded to business entities and citizens in the following amounts:

  • In the first instance court – 70% of the paid state duty;
  • In courts for appeals and cassation complaints – 30% of the paid state duty.

Material assistance will be provided to single parents

Single mothers (fathers) officially registered in the poor families registry will receive material assistance from the State Social Protection Fund for using preschool education services for one child up to 1.5 times the MW until the child reaches three years old.

Pensions will be assigned proactively

Old-age pensions will be assigned proactively without requiring a separate application when citizens reach the designated age. In this case, old-age pensions will be calculated and assigned based on the citizen's work experience, salary, and other information obtained through information exchange between relevant ministries and agencies.

All government agencies' web pages will be on a single platform

The official websites of government agencies will operate through the single platform of the Government portal. Heads of government agencies will be personally responsible for the maintenance of their agencies' official websites.

A new procedure for monitoring land use will be established

Remote monitoring and risk analysis of land use will be carried out through the "Geomonitoring" information system and the SGM platform.
