
Starting from October 12, 2025, the special registration procedure for permanent residence in Tashkent city and Tashkent region will be canceled. This was reported by Zamin.uz.
From now on, a unified notification-based registration system for residence and place of stay will be implemented in all regions of the Republic of Uzbekistan. The system of registration is fundamentally changing based on the law "On the registration of citizens of the Republic of Uzbekistan, foreign citizens, and stateless persons by their place of residence and place of stay," signed by the President on July 10, 2025.
This law will come into force on October 12, 2025. Thus, the law that defines the categories of citizens who must be registered for permanent residence in Tashkent city and region will be effectively canceled.
Previously, there were 12 categories of citizens allowed to reside permanently in the capital and region. According to the new law, the registration procedure for residence and place of stay will change from "permission" to "notification."
This expands the right of citizens to move freely across the country and reduces bureaucratic barriers. Citizens are required to register at their new address.
The responsibility in this regard is placed on the citizen and the property owner who allocated the place for residence. The registration period is set as follows.
Citizens of Uzbekistan, as well as foreign citizens permanently residing in Uzbekistan and stateless persons, must register within 10 working days from the day they arrive at their new place of residence or stay. Citizens of Uzbekistan permanently residing abroad must register within 10 working days from the day they enter Uzbekistan.
Foreign citizens and stateless persons who do not permanently reside in Uzbekistan are required to register within 3 working days from the day they enter the country, unless otherwise specified in international agreements. The registration process is carried out online through migration and citizenship offices, public service centers, or the my.gov.uz portal.
When registering children, the residence address of one of the parents is taken as the basis, and the consent of the property owner is not required. Those living on a rental basis do not need to obtain the property owner's consent when registering based on a rental agreement registered with tax authorities.
Failure to register at the place of residence does not prevent the registration of the citizen at their place of stay. Applications submitted for registration must be reviewed within one working day.
If a person continues to reside after the registration period at their place of stay has expired, they must re-register within 10 working days. The designated social norm for the area of residence is taken into account during registration.
This serves to prevent the registration of an excessive number of individuals at one location.
