Shortcomings in the tax system were criticized in Tashkent

Serious criticisms were expressed at a meeting chaired by the head of state regarding problems related to tax discipline in the city of Tashkent. This was reported by Zamin.uz.
In particular, it was noted that the tax inspection of Shaykhontohur district did not ensure sufficient payment discipline at the “Chorsu” market, and the situation at the “Malika” shopping complex was even more severe. It became known that only 25 percent of nearly 1,500 entrepreneurs operating in the “Malika” shopping complex were registered according to the established procedure.
Moreover, the majority of them pay less than 1 million soms in taxes per month. In December 2025, it was also discovered that trade turnover amounting to 600 billion soms conducted through plastic cards was concealed.
The meeting also criticized the Tashkent city tax department for fulfilling the budget plan mainly by collecting excessive taxes from honestly operating entrepreneurs. For example, it was emphasized that unjustified excessive taxes amounting to a total of 876 billion soms were collected from 46.4 thousand enterprises.
Additionally, it was reported that cases of illegal overpayments of value-added tax (VAT) within the Tax Committee system have increased, resulting in refunds from the state budget. Last year, criminal cases were initiated against 20 tax officials related to illegal VAT refunds.
For these shortcomings, the negligent and irresponsible activities of Mubin Mirzayev, the first deputy chairman of the Tax Committee, were sharply criticized, and he was dismissed from his position. Also, the head of the Shaykhontohur district tax inspection, H.
Mullajonov, and the head of the Tashkent city tax department, Y. Nasimdjanov, were also removed from their posts.
Instructions were given to thoroughly investigate their activities and ensure the rule of law. The chairman of the Tax Committee was tasked with dismissing the heads of all district tax inspections in Tashkent city and appointing interim leaders.

Soliyev were assigned to take strict anti-corruption measures and also to review the suitability of the leaders for their positions. It was emphasized that their places should be filled with proactive and enthusiastic young people.
Furthermore, it was revealed that A. G‘aniyev, deputy head of the city department of the Department under the General Prosecutor's Office, had been assisting “entrepreneurs” in tax evasion, and he was promptly dismissed.
