The costs of certain social services will be covered on a voucher basis.
The Presidential decree on “Measures to expand the scope of social services for individuals in need of care” (PQ-171, dated May 8, 2025) has been adopted.
According to the decree, vouchers will be provided for:
social and domestic assistance at home and day care services:
- Individuals listed in the registry of poor families, as well as lonely individuals in need of care and elderly or disabled persons;
- Individuals (families) receiving child benefits and material assistance through the “Unified Registry of Social Protection” information system;
personal assistant services:
- Individuals with Group I disability;
- Individuals with primary disability due to blindness;
- Individuals designated for the first time to use a wheelchair.
By December 1, 2025, small family homes will be established for adults in need of care under the Social Support Centers.
