A new law has come into effect, significantly increasing the responsibility for non-compliance with the legal demands made by employees of the internal affairs bodies and military personnel of the National Guard. After this document was approved by the Senate of the Supreme Assembly in May of this year, it was signed by President Shavkat Mirziyoyev, as reported by the press service of the Ministry of Justice. The changes introduced to the Administrative Responsibility Code imply a significant increase in the amount of fines. In particular, the minimum fine for non-compliance with law enforcement agencies is set at five basic calculation amounts, which currently equals 2 million 60 thousand soums. Previously, this fine was only one basic calculation amount, that is, 412 thousand soums. Thus, the minimum amount of fines has increased fivefold. The innovations in legislation also cover repeated cases of non-compliance within a year. For such violations, the fine is set from 12 to 30 basic calculation amounts, which can range from 4 million 944 thousand soums to 12 million 360 thousand soums. In addition, administrative imprisonment can be applied for up to 15 days. Previously, the maximum fine for repeated violations was 15 basic calculation amounts, which amounted to 6 million 180 thousand soums. During discussions in the Senate, it was noted that in recent years, there has been an increase in cases of non-compliance with the legal demands of employees of the internal affairs bodies. According to statistical data, the number of such violations exceeded 56 thousand in 2021, while in 2023, they approached 89 thousand. The legal demands include many instructions such as stopping illegal actions, presenting documents for verification, going to the internal affairs bodies, stopping a vehicle, and assisting victims. Now, non-compliance with this and other legal orders will be strictly punished. In Uzbekistan, drivers have the opportunity to receive significant discounts if they pay fines for violating traffic rules within the specified period. In particular, a 50 percent discount is offered for paying the fine within 15 days from the date of the decision. However, this benefit does not apply to violations related to driving a vehicle under the influence.
