A woman posing as a medical worker kidnapped a newborn baby from the maternity hospital. It was revealed that her actions were motivated by financial fraud. She promised her neighbor to assist in the adoption process in exchange for money. Zaynabbibi Bobojonova, who lives in the Sharaf-Rashidov district, was found guilty by the court of committing fraud and kidnapping. According to the case materials, she deceitfully obtained 5,550,000 soms from her neighbor. The woman promised to expedite the paperwork and facilitate the adoption process. On January 31, 2025, Bobojonova came to the maternity hospital in the Yoshlar neighborhood of Jizzakh city. Learning that a patient named Pokiza Hamroeva had given birth to twins, she took advantage of the opportunity to carry out her fraudulent plan. Wearing a medical mask, claiming to be a doctor's daughter, she entered the ward and took one of the newborn babies. She handed the baby over to her neighbor who was waiting to adopt. After the incident, alarming news about the baby’s kidnapping quickly spread. Unaware of this event, the neighbor showed the news to Bobojonova. Realizing that her deception had been exposed, the fraudster reported the incident to law enforcement authorities herself. The baby was quickly returned to the mother. Soon, Bobojonova was arrested. The court charged her under Article 168 (fraud) and Article 137 (kidnapping) of the Criminal Code of Uzbekistan. She was sentenced to 5 years and 1 month of imprisonment. Additionally, the court imposed an obligation on her to compensate the neighbor for the damages caused by the fraud. The appellate court did not change the verdict.

The President of the Republic of Uzbekistan, Shavkat Mirziyoyev, reviewed proposals aimed at fundamentally reforming the justice system's state services and expanding their scope. These measures will be approved by relevant decrees and resolutions, marking a new stage in the fight against bureaucracy and serving to simplify and facilitate citizens' interactions with government bodies. Over the past eight years, nearly seventy normative documents have been adopted, and 202 state service centers operating on the "one-month" principle have been established. Nevertheless, there are still several problems within the system. In particular, due to insufficient development of inter-agency electronic cooperation, obstacles remain for citizens. Additionally, more than 200 services are still provided under the old system, and the availability of state services, especially in remote areas, remains a pressing issue. As a solution to these problems, a comprehensive plan for the next three years has been developed. The plan envisions increasing the number of state services to 900. The main task is to simplify 80 types of services annually based on the "three-step" principle. This means a significant reduction in service delivery processes. Furthermore, a network of 1,100 interactive information kiosks will be established in densely populated areas and remote localities. One of the most anticipated innovations is the abandonment of the requirement to present the original identity document in notarial services. Citizen identification will be carried out using modern Face-ID technology. This is part of the program to eliminate paper document circulation, which will cancel the obligation to provide 30 types of various certificates and documents. For example, civil registry offices will stop requesting medical examination results from young families, and defense departments will automatically receive documents about changes in the residence of persons registered for military service through online systems. Significant changes are also expected in the notary field. Currently, only 11 percent of more than 80 types of services are provided online, which is deemed insufficient. Therefore, the head of state has set the task of accelerating digitization. From 2025 to 2027, 20 types of notarial actions will be gradually fully transferred to a remote format. Reforms will also be implemented in the field of forensic examination. Currently, 64 types of studies are conducted at the Khadicha Sulaymonova Forensic Examination Center in the capital, but this figure is halved in the regions. The task has been set to strengthen the material and technical base of local units and increase the number of examinations from 15 to 25. Digital technologies, including 3D modeling of road traffic accident scenes and the examination of videos and photographs, will be introduced, reducing human factors. Additionally, initiatives to expand independent forensic examination activities and establish the Uzbekistan Chamber of Forensic Experts will be supported. To improve citizens' legal literacy, the "Smart Explanation" system will be launched. It will purposefully inform citizens and entrepreneurs about new legislative acts through electronic services. Moreover, the AdliyaTV internet platform will start operating, where specialists will explain legal norms in simple and understandable language. According to the presented data, from January to June of this year, students from 102 higher education institutions across the country committed 307 crimes. Although the geography of crimes covered the entire republic, the highest number of cases was recorded in the capital. After Tashkent, the number of crimes is high in Tashkent region, Bukhara, Namangan, Andijan, Samarkand, Fergana, and Surkhandarya regions. The crimes include various types of traffic accidents, hooliganism, theft, fraud, and injuries of varying degrees. The report paid special attention to certain universities. Students studying at these institutions were more involved in criminal activities. This list includes Tashkent State Transport University, Uzbekistan National University, as well as Tashkent State Technical, Economics, and Information Technologies Universities. As parliament members emphasized, the majority of crimes were committed during class hours, that is, from 08:00 to 16:00. This situation indicates insufficient attendance control and a formal approach to monitoring the educational process. Additionally, in many higher education institutions, the tutoring system does not meet established standards. Student dormitories, especially the entry-exit procedures and supervision of residents during nighttime, were also noted as significant problems. Against this backdrop, senators also raised the issue of corruption within the higher education system. The initiation of criminal cases against officials in the education sector has caused rightful public dissatisfaction and led to a sharp increase in complaints about injustice. At the end of the discussion, a parliamentary inquiry was sent, and appropriate measures were planned. According to international criminological studies, the level of crime among students is often related more to how meaningfully their leisure time is organized and their engagement in university life than to their economic situation. The drug, based on mRNA technology, aims to create a vaccine tailored to the characteristics of tumor cells unique to each patient. The results showed that the drug not only slowed tumor growth but also reduced its size by 75-80 percent. As Veronika Skvortsova emphasized, three years of research on this vaccine have been successfully completed, and its application in patients is planned in the near future following regulatory approval. Initially, patients with colorectal cancer will undergo this therapy, which will later be adapted for the most aggressive brain tumors such as melanoma and glioblastoma. Alongside advances in the field of cancer diseases, Russia is also achieving significant success in neuroprosthetics. Veronika Skvortsova noted that work is underway to make prosthetics sensitive by implanting microelectrodes into nerve endings. On September 3, the Tashkent City People's Deputies Council approved a decision to establish a network of evening bus routes to improve transport options during nighttime. This was reported by Upl.uz. Within this initiative, 15 special routes covering the city's main tourist streets and important locations will be launched. The total project cost is 33.3 billion soums, funded from the local budget. The buses will operate under a single contract, a system that has been implemented in the capital's transport system since 2023. According to Allaer Norbutaev, acting head of the Tashkent City Transport Department, the buses will run from 10:00 PM to 6:00 AM. The routes will cover not only tourist areas but also the airport, train stations, major shopping and entertainment centers, markets, and hospitals. A total of 54 buses will operate on 15 routes, ensuring service every 30 minutes. The fare for evening rides will be the same as the daytime tariff. Payment by cash with a QR ticket costs 3,000 soums, while using the electronic payment system costs 1,700 soums. This decision was made despite the tourist commission's proposal to increase the fare for evening services. Vehicles designated for evening routes will be painted red and assigned special numbers starting with the letter “T.” All buses will be equipped according to modern standards, including air conditioning, Wi-Fi, video surveillance cameras, and facilities for persons with disabilities. The project will be implemented in two phases. In the first phase, by the end of this year, 8 routes will be launched with a total length of 136 kilometers. During a special rapid operation conducted by the Qarshi district department officers, it was revealed that a married couple living in the "Bogobod" neighborhood of Qarshi district was engaged in the illegal sale of drugs. A complete drug warehouse was discovered at their residence, and a total of 3,920 units of 94 types of drugs and medical supplies were confiscated. The total value of the confiscated products amounted to 210.6 million soums. These drugs and medical supplies lacked proper documentation, and their origin and quality were unverified. In connection with this case, a criminal case has been initiated under the article of the Criminal Code of the Republic of Uzbekistan concerning "Manufacturing, purchasing, storing, transporting, or selling drugs of questionable quality or counterfeit drugs, selling drugs outside pharmacies and their branches, as well as violating retail sales rules of drugs containing potent substances by prescription." Currently, investigative authorities are working to identify the supplier of the confiscated drugs and other persons involved in the crime.
