
President Shavkat Mirziyoyev got acquainted with the presentation on ensuring employment for the population and introducing new approaches in the vocational education system. This was reported by Zamin.uz.
In the first half of this year, banks connected with neighborhoods managed to involve more than 3 million people in gainful employment. As of July 1, the poverty rate in the country was 6.8 percent.
The presentation noted that some rules in labor relations are causing difficulties for small businesses, and that information technologies are not being fully utilized in hiring. It was also mentioned that the existing requirements do not encourage employers to openly announce real vacancies.
As a result, this information is being concealed, making it difficult to properly analyze the labor market and determine vocational education directions. Based on the new plan, labor authorities will operate as partners rather than as punitive entities for employers.
It is proposed to abolish punitive measures for employers who do not provide information about vacant positions or do not hire submitted candidates. This way, employment agencies will receive accurate and fair information from employers and guide job seekers.
The employer will decide whether to accept or reject the candidate. A special electronic platform will be created to implement the system.
Initially, work will begin in Tashkent city as a pilot project and will later be expanded throughout the country. At the same time, vacancies that are difficult to fill will be transformed into main vocational education directions, and training processes will be organized purposefully.
To improve the quality of vocational education, it is planned to involve representatives of the private sector in the activities of Vocational Skills Centers and to turn some centers into specialized educational institutions in specific fields. Officials have been tasked with transitioning vocational education to a three-tier system.
In particular, free video lessons will be introduced via the internet, and opportunities will be provided for working citizens to retrain or upgrade their skills through a "professional voucher." The head of state emphasized that training qualified personnel is a crucial factor in reducing unemployment and poverty.
