Justice in public services: a new pre-trial mechanism for complaints has been introduced
A new system has been introduced in Uzbekistan that allows for the rapid and transparent consideration of disputes related to public services for citizens and entrepreneurs. According to the presidential decree, a procedure for pre-trial consideration of complaints regarding administrative documents has been implemented as a legal experiment.

Appeals Board — a new stage of justice

Now, if citizens or entrepreneurs are dissatisfied with the decision made when receiving public services, they have the opportunity to appeal before going to court. For this purpose, Appeals Boards have been established under the Ministry of Justice and the Tashkent City Justice Department. They operate as independent collegial bodies without the status of a legal entity.

What will be reviewed and what decisions will be made?

The Boards will analyze more than 20 types of administrative documents related to public services from a legality perspective. They can make one of the following decisions:

  • leave the document in force without changes;
  • impose an obligation on the authorized body to make changes to the document;
  • partially or fully annul the document and require a re-examination of the application.


Applying is easy and free

Citizens can submit complaints through the Public Services Centers or the my.gov.uz portal. No separate payment is required for submitting an application. The appeal process is optional, and there are no restrictions on citizens' rights to directly appeal to the court.

Transparency through E-decision

The decisions made by the Boards will be posted in the “E-decision” electronic system within 3 working days. These decisions are mandatory for state bodies. Citizens will have the opportunity to familiarize themselves with the decisions relevant to them through their personal accounts.

A step towards justice

This system is expected to serve as an effective mechanism against bureaucracy and injustice related to public services. The free, rapid, and lawful resolution of citizens' appeals will further strengthen trust in public services.
