New parks will be built in Samarkand
New parks will be built in Samarkand
The lack of recreational and leisure areas for the residents of Samarkand city has been raised as a pressing issue. This was reported by Upl.uz. This issue was discussed at a meeting chaired by the acting governor of the region, Adiz Boboev. The agenda included the inadequacy of the city's infrastructure to meet the needs of the population, particularly the lack of suitable public spaces for children and elderly citizens. In his speech, Adiz Boboev emphasized that during the hot summer months, the overcrowding of the only existing park limits opportunities for outdoor activities, especially for children and teenagers. He also noted that walking in green areas is important for the health of elderly citizens, but the scarcity of such places exacerbates the problem. At the meeting, a directive was given to establish a new park in the area of the former military hospital. This green space will cover more than 5 hectares, and the new park is expected to be opened by September 1. Additionally, it is planned to build modern attractions and water pools on a 7-hectare plot of land next to the "Vatanparvar" park. This will expand opportunities for family recreation. Instructions were also given to restore the dilapidated park areas in the Sugdiyena and Qorasuv neighborhoods. These measures aim to create local recreation centers in densely populated areas and prevent residents from having to travel to the city center for walks. These initiatives were announced during the preparation process for a large international festival aimed at enriching the city's cultural life. From August 1-3, the first international pilaf festival will be held in Samarkand. At the festival, seven tons of national dishes will be prepared and distributed to social institutions, including orphanages, nursing homes, and boarding schools. Historically, Samarkand has been famous for its gardens since the time of Amir Timur. Gardens like Bag-i Dilkusha were not only places for relaxation but also complex agro-engineering complexes that included fruit trees, flower gardens, and irrigation systems. These traditions continue to play an important role in improving the city's culture and quality of life today.

In 2025, 5 passengers died during the flight
The managing company of Uzbekistan Airports has published information about the risks that may arise during the flight process in certain medical situations in the aviation sector. This was reported by Upl.uz. According to the statistics provided by the company, five passengers' deaths were recorded during flights operated by Uzbekistan Airways in the first half of 2025. The issue of exacerbation of chronic diseases during flights is becoming increasingly relevant. As aviation specialists have pointed out, conditions such as changes in cabin pressure, decreased oxygen levels, and limited mobility can lead to a sharp deterioration in a patient's health. For this reason, 61 passengers were banned from flying in the first six months of 2025 based on medical recommendations. This figure has significantly increased compared to 2024, when 46 people were denied permission to fly. Last year's statistics also show concerning situations. A total of 14 deaths were recorded in 2024, 11 of which occurred during the flight inside the aircraft. The remaining three individuals died in the arrival hall of Tashkent International Airport. This year, all five deaths occurred before the aircraft reached its intended airport. Uzbekistan Airports reminds that there is a list of medical contraindications in the aviation sector. This list includes recently performed surgical procedures, severe cardiovascular diseases, including heart attacks and strokes. Additionally, severe neurological diseases, pneumothorax, severe bronchial asthma, and pneumonia also pose risks. Disorders of blood clotting, active bleeding, severe anemia, and injuries following changes in pressure also hinder flying. Women in the late stages of pregnancy, especially if there are complications, fall into a special risk group. To reduce risks, passengers are advised to follow a number of precautionary measures. First and foremost, it is necessary to familiarize oneself with the flight rules in advance. Individuals with chronic or acute illnesses should consult a doctor before flying. If necessary, it is recommended to prepare a special document (MEDIF) confirming medical recommendations. According to the International Air Transport Association (IATA), there is an average of one serious medical case for every 604 flights worldwide. This further emphasizes the importance of ensuring medical safety in the aviation sector.

In Mannopov's death, the surgeon was acquitted, the anesthesiologist is guilty
The judicial panel in Tashkent today made a final decision regarding the serious case related to the death of the famous blogger Farhod Mannopov, known on social media by the pseudonym Mittivine. This was reported by Upl.uz. The otorhinolaryngologist who performed surgery on the nasal septum was fully acquitted. The appellate instance annulled the previous court's sentence that imposed a five-year restriction on the doctor's freedom and deprived him of the right to engage in medical activities. The criminal case against the surgeon was officially terminated due to the absence of criminal elements in his actions. The main issue considered by the court was the clear distribution of professional duties among medical staff during the surgical procedure. According to the previously conducted service inspection and confirmation by the proposed experts, there were no errors in the actions of the ENT doctor that could lead to tragic consequences during the surgery. The surgeon's responsibility was limited only to the surgical procedure itself, while monitoring the patient's vital signs and reactions to medications was entirely the responsibility of the anesthesiologist-resuscitator. Prominent representatives of the medical field supported this opinion during the court proceedings. In particular, the deputy director of the Republican Otorhinolaryngology Center and the chief otolaryngologist of the Ministry of Defense confirmed that monitoring the patient's overall anesthesia state is the sole right of the anesthesiology service. The case documents indicate that during the surgery, the anesthesiologist-resuscitator responsible for Mannopov's condition was distracted by personal phone calls at least twice. During these times, there was no record of a critical rise in the patient's body temperature, which is one of the initial signs of a severe allergic reaction. This error led to the development of severe metabolic disorders and caused the heart to stop three times. Despite all the efforts of the resuscitation team, Farhod Mannopov could not be brought out of a coma. According to the forensic medical examination conclusion, the direct cause of death was anaphylactic shock resulting from a severe allergic reaction, which occurred due to one of the medications. Experts indicated novocaine as a drug that could trigger an allergic reaction. Additionally, in the medical chart filled out before the operation, the patient had noted by his own hand that he had no allergies to any medications. This incident attracted public attention and occurred on March 5, 2024. 27-year-old Farhod Mannopov sought surgical treatment at a private clinic in the capital due to a broken nasal bone. Following his death, law enforcement agencies initiated a criminal case regarding the death of a person due to the failure to fulfill personal professional obligations. During the investigation, various speculations were discussed in the media, including opinions about excessive anesthesia administration. However, the final court decision removed responsibility from the surgeon and focused it on the anesthesiology service. Anaphylactic shock occurring during general anesthesia is a rare but very dangerous complication. This condition occurs in one out of every 10,000 to 20,000 surgeries. The complexity lies in the fact that its symptoms may resemble those of other severe conditions, and the patient cannot report on their state due to loss of consciousness.

Women have been granted new rights in employment.
The Legislative Chamber of the Oliy Majlis approved a draft law that creates a legal basis to assist women who are victims of various pressures and violence in finding employment. This was reported by Upl.uz. According to the new regulation, these women will be given the opportunity to hold positions in state bodies and other budget organizations within the republic. According to the parliamentary press service, this initiative aims to strengthen the social protection system of society. Deputies emphasize that creating guarantees for employment, especially for women in difficult situations, is one of the priority areas of state policy. This draft law formalizes a mechanism that was previously unregulated. However, the employment process does not mean that a job will be automatically provided. Candidates must meet the qualification requirements for vacant positions. The list of vacant job positions will be formed by local labor authorities and will mediate between women seeking jobs and state organizations. Additionally, the draft law grants women in need of social protection the right to register officially as "job seekers" at local labor authorities. This status opens up opportunities to participate in state programs and is considered necessary to engage in the new initiative. In this way, the state aims to involve vulnerable groups in the official labor market, providing them not only temporary protection but also long-term economic stability. The practical implementation of the law requires close cooperation between local authorities, rehabilitation and adaptation centers for women, and agencies that open vacant positions.
