
Significant changes have been made in Uzbekistan to fundamentally reform the vocational education system and develop it in accordance with modern requirements. This was reported by Zamin.uz.
Based on the President's decree "On measures to improve the efficiency of management in the vocational education system," the Vocational Education Agency was established under the Ministry of Higher Education, Science and Innovation. This new body aims to unify the management system of technical colleges and implement a systematic approach to training qualified personnel.
The main tasks of the agency include coordinating the work of technical colleges, effectively managing educational processes, defining the content of vocational education programs, qualification levels, and training durations. Additionally, updating the criteria for assessing graduates' knowledge and introducing unified requirements for educational and methodological support are also designated as important responsibilities.
The agency will also carry out vocational training for uncovered citizens through the "voucher" system in cooperation with the Ministry of Employment and Poverty Reduction. This will help prepare specialists who are in shortage in the labor market.
Moreover, in collaboration with the Migration Agency, training programs for citizens in modern professions and foreign languages will be launched based on the needs of foreign employers. According to the decree, starting from January 1, 2027, a diploma or certificate corresponding to the National Qualification Framework will be required for employment in all sectors of the economy.
This will serve to increase the share of personnel with specific competencies in the labor market. It will also create opportunities to set education prices in state vocational education institutions according to market conditions and to directly engage experienced specialists on a contractual basis.
One of the important aspects of the new system is the establishment of regional entrepreneurs' councils. They will strengthen cooperation between business, government, and education sectors and assist in developing vocational programs tailored to local needs.
According to experts, as a result of these reforms, a stable management system, unified standards, and a system for training personnel that meets labor market demands will be established in the vocational education system. This will be an important factor in increasing employment and ensuring the country's economic development.
